New Brighton Exchange Parks - History <br />(Formerly known as the Northwest Quadrant) <br />Legislative History: <br />• June 12, 2007 Council approved staff to proceed with soliciting request for proposals for <br />park service planning for the NW Quadrant. <br />• August 14, 2007 Council authorized staff to enter into a professional services agreement <br />with Bonestroo for Park Planning Services for the Northwest Quadrant. <br />• October 4, 2007 Northwest Quadrant Park Planning Steering Committee was created. <br />• October 10, 2007 Northwest Quadrant Park Planning Steering Committee's first meeting. <br />• November 26, 2007 Northwest Quadrant Park Planning Steering Committee met and <br />provided input to Bonestroo regarding park concept and design. The first open house <br />receiving public information took place. <br />• January 3, 2008 Northwest Quadrant Park Planning Steering Committee met and <br />provided input to Bonestroo regarding park concept and design. The second open house <br />receiving public information took place. <br />• January 16, 2008 Bonestroo presented the Northwest Quadrant park concept plans to the <br />Parks, Recreation, and Environmental Commission and Planning Commission and <br />received their input. <br />• January 22, 2008 Council Consideration of Phase 1 of the Northwest Quadrant Park <br />Concept Plans and to move into Phase 2 as soon as funds became available. Council <br />discussed the recommendations at the work session and on the business agenda at the <br />Council meeting. The item was tabled. No further discussion by the City Council has <br />occurred until January 22, 2013. <br />Explanation: <br />The City hired Bonestroo in 2007 to create a master plan park concept for the Northwest <br />Quadrant. The objective of this project is to make connections to Long Lake Regional Park and <br />acquire contaminated land for future park uses. The Northwest Quadrant park planning steering <br />committee was formed and asked to provide input to Bonestroo in creating a master park concept <br />plan for the City. With input from the steering committee, open houses, Planning Commission, <br />and the Parks, Recreation, and Environmental Commission, the concept plan was created and <br />forwarded to City Council for further review. Bonestroo was paid $33,210 for this service. <br />The following is an overview of Phase 1 and Phase 2 of that project: <br />Phase 1 <br />• Public participation; <br />• Creating Steering Committee; <br />• Seek input from Planning Commission and Parks, Recreation, and Environmental <br />Commission; <br />• Create a master plan park concept of the Northwest Quadrant; <br />• Approve by City Council. <br />
