This <br />recommendation is based on research conducted of the nine comparable cities — Fridley, Richfield, <br />Roseville, Shoreview, New Hope, Crystal, Golden Valley, Maplewood, and White Bear Lake. Because <br />only two comparable cities have fitness facilities similar to the NBCC, four additional cities were reviewed; <br />Chaska, Inver Grove Heights, Eagan and Eden Prairie. <br />Research Indicates: <br />It is relatively difficult to compare facilities apples to apples. Where one fitness center membership includes <br />access to an aquatic park, others might not. One might have open skating at the ice arena included in the <br />membership, where others don't have an ice arena in the city. <br />Overall, it is clear the NBCC membership pricing is significantly lower than other municipal facilities. The <br />attached spreadsheet will indicate the rates of the six facilities, including NBCC. The information also <br />indicates what each membership includes as well as how their pricing has increased since 2010. <br />Membership Rate History: <br />In 2006, NBCC membership prices were increased an average of 5%. <br />At the beginning of 2010, membership rates were increased between a range of 5% to 10% depending on <br />the membership type, which resulted in no more than $20 on an annual membership. In September of <br />2010, the department proposed to streamline membership categories, going from 53 to 24, as well as to <br />add a monthly payment option. This allowed members to choose between making an annual payment for <br />their membership or paying monthly. <br />In the five years since the NBCC memberships went to the monthly payment option, the rates have stayed <br />the same. The only increase to memberships was the administration fee. This started at $25 in <br />September of 2010 and was raised to $30 in January of 2014. <br />
