SUP & Site Plan Amendment: Clearscape Landscaping <br />Planning Commission Report; 4-20-21 <br /> <br /> <br />Page 8 <br />Parking & <br />Traffic: <br /> The applicants are paving a 30,543 square foot area on the western portion of the site <br />to accommodate parking for an anticipated 60 employee vehicles. The applicant <br />notes this parking area will not be visible from Old Highway 8 as it is 10 feet below <br />the existing brick wall. <br /> The north and eastern areas of the property will be used for the outdoor storage of <br />landscaping equipment much as it is today. Equipment would include detachable <br />snow plows, snow blowers, leaf cleanup machines, tractors, work trucks, utility <br />trailers, etc. <br /> Staff is not concerned that available parking areas on site cannot accommodate the <br />proposed use. That said, all business related parking should be required to park on- <br />site as part of this SUP as opposed to on-street parking along 8th Ave SW. <br /> <br />Sidewalks & <br />Trails: <br /> There are no sidewalks in this area nor are any planned or needed. <br /> <br />Development <br />Phasing: <br /> The change-over in uses will occur in a single phase if this special use permit is <br />approved. <br /> <br /> <br />Special Use Permit Review <br />In General:  The need for the original Special Use Permit was triggered by the proposed <br />outdoor storage of landscaping materials and company vehicles. This amended <br />SUP is being processed to articulate how the authorized uses in February will work <br />with and around the proposed retail component now being added. <br /> <br />SUP Standards <br />Review: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Issuance of an SUP requires an analysis of the proposed use against the specific review <br />criteria established in code. Staff has reviewed the City’s criteria for special use <br />permits, and we offer the following analysis for consideration: <br /> <br />General review Criteria (Section 8-130): <br />1. That the establishment, maintenance, or operation of the special use will not be <br />detrimental to or endanger the public health, safety, morals, comfort or general <br />welfare. <br />Applicant Comment: Our planned use of the property will not endanger the public <br />in any way. We’re effectively asking permission to use the property as it has been <br />used for the past 30 years with the exception of an employee parking lot. We’ll <br />strive to be a net positive influence in the community beginning with improving the <br />existing property after we move into it in February and offering our property <br />improvement expertise to our neighbors.
