SUP & Site Plan Amendment: Clearscape Landscaping <br />Planning Commission Report; 4-20-21 <br /> <br /> <br />Page 7 <br />Water <br />System(s): <br /> The site has access to Municipal water, and there are no engineering or public works <br />concerns regarding the new use and water usage. <br /> <br />Sanitary <br />System(s): <br /> The site has access to Municipal sewer, and there are no engineering or public works <br />concerns regarding the new use and sewer usage. <br /> <br />Storm water / <br />Grading / <br />Erosion: <br /> The applicant is currently going through the permitting review process with the Rice <br />Creek Watershed District, and any approval of these plans should be subject to all <br />necessary RCWD permits and adhering to the conditions therein. <br /> Engineering staff is still not concerned about conditional approval in this context as <br />the proposed parking lot is not proposing regrading, and existing drainage has been <br />working for quite some time. Engineering can work with the applicant on needed <br />changes moving forward as plans continue to be refined. <br /> Containment of site materials from entering the nearby creek/ditch to the north & <br />east of this site will be of top priority to the City and the Watershed District. As a <br />condition of approval, the applicant must agree to install mitigation measures to <br />contain and prevent materials from leaving the site as may be needed now or in the <br />future. <br /> The applicant shall be required to address stormwater concerns if unforeseen issues <br />arise (or become foreseeable) as a result of the on-site storage of equipment or <br />materials. <br /> Because a portion of the site will continue to be unpaved, vehicle tracking of dirt into <br />the ROW is possible. As a condition of approval, the applicant must either make <br />improvements to the site to keep tracking from being a problem, or must agree to <br />paying for street sweeping services whenever directed to do so by the City <br /> <br />Signage Sign changes on the building and/or site will need to be reviewed and approved via a <br />separate sign permitting process. <br /> <br />Fire/Safety: Public safety did not identify any issues with access or emergency vehicle <br />movements; however, the applicant is asked to agree to make minor adjustments to <br />the arrangement of parking spaces if it is ultimately determined changes are needed <br />to facilitate large vehicle turning movements. <br /> <br />Hours of <br />Operations: <br /> The retail portion of the facility would be open from 8 a.m. to 6 p.m. Monday <br />through Friday, and 8 a.m. to 2 p.m. on weekends. <br /> <br />
