SUP & Site Plan Amendment: Clearscape Landscaping <br />Planning Commission Report; 4-20-21 <br /> <br /> <br />Page 6 <br />Proposed Site <br />Plan Updates: <br /> <br /> <br /> <br /> <br />Main changes proposed to the site will include: <br /> The existing opaque wall, non-existent gate, and see through fence will be replaced <br />with an slat fence (see page 5) that will provide better screening of on-site storage <br />from view from Old Highway 8 as compared to present conditions (i.e. no <br />screening). The slatted fence will provide for opaque screening when viewed at an <br />angle, but will allow for some visibility when viewed straight-on. <br /> Fourteen (14) new “customer” parking spaces, including four handicapped spaces, <br />have now been identified to the west and south of the existing building. Employee <br />parking would still occur within the proposed new parking lot. <br /> The existing small retail area (10’ x 15’) will be remodeled this spring. The majority <br />of on-site business will be materials pick up between the hours of 8 a.m. to 6 p.m. <br />Monday through Friday, and 8 a.m. to 2 p.m. on weekends. <br /> <br />Building <br />Materials / <br />Height: <br /> No changes are currently proposed to the building other than painting the building to <br />refresh the exterior. Further aesthetic updates will be pursued in future years. <br /> <br />Landscaping:  No new landscaping is required by code. Changes to site landscaping will occur <br />over time at the discretion of the new property owner. <br /> <br />Lighting:  While no new lighting is proposed for the site, any problems with existing lighting <br />that are later identified shall be brought into compliance with code requirements. <br /> Should changes in lighting be proposed, the applicant must ensure that lighting is <br />directed downward and installed so as to prevent direct light from being detectable at <br />all lot lines. Lighting is also not to shine directly into the public right-of-way. <br /> <br /> Lot Access:  The access points to the property will not change from existing conditions. <br /> In response to discussions at the Planning Commission level in January, the <br />applicant recognizes the need to separate fleet traffic from customer traffic, and is <br />therefor proposing the following separation of flows: <br />o Clearscape employee crews and 3rd party landscape contractor crews (wholesale <br />customers) will be directed to use the property’s 8th Ave SW entrance / exit. <br />o Consumers visiting the store will be directed to use the Old Highway 8 entrance <br />as they have historically been doing with D-Rock. Consumers that arrive with <br />trailers will be asked to use the safer exit to the North when they depart. <br />
