Ord 881: Manufactured Home Parks <br />Planning Commission Review; 4-20-21 <br /> <br /> <br /> <br /> <br />Page 6 <br />o Subsection (c): The area between 4th Street NW and True Street in the Oak Grove Manufactured Home <br />Community is so riddled with problems that clear solutions seem impossible: <br /> Everything is within the required perimeter setback from 4th Street NW <br /> Everything is largely within the required internal setback from the private True Street <br /> Many of the existing units extend into the ROW For 4th Street (see below) <br /> Units are too close together and existing accessory structures make things worse <br /> State statutes protect the number of units in this area, so we cannot mandate these units be removed <br /> Unless special provisions are adopted (like the ones being proposed), these residents would be forced <br />to seek variances for most external improvements to their units. <br /> <br /> <br /> <br /> <br /> <br />To address these problems in as fair a way as possible <br />for these residents, staff is suggesting the following <br />framework be established specific to this area: <br /> As things change and units are replace, a 0’ <br />setback from 4th Street is to be achieved at a <br />minimum whenever possible. <br /> Legal nonconforming units which extend into the <br />ROW should be replaced by shorter units to <br />eliminate all ROW encroachment. Under no <br />circumstances can a replacement unit expand a <br />legal nonconforming encroachment into the ROW. <br /> No accessory structures will ever be allowed <br />within the 4th St ROW. <br /> Home perimeters must still be separated by a <br />minimum of 10’ <br />In summary, we will work with the property owner on <br />the placement of up to 38 manufactured homes in this <br />area, adequate side to side separation will be the focus <br />along with eliminating ROW encroachments.
