This section recognizes that it is the City’s intent to enforce <br />Minnesota Department of Health separation standards within our manufactured home communities, but those <br />standards may change from time to time. In the event there is ever a conflict, the more restrictive standard <br />would apply. <br /> Lines 456 – 458. Manufactured Homes in General. This section just states that all manufactured homes must <br />conform to the manufactured home building code in addition to these zoning standards. <br /> Lines 459 – 464. Tiny Homes. Tiny Homes, homes of 400 square feet or less, would be allowed as a unit type <br />within the MHC district provided it is constructed in a manner that conformed to the MN State Building Code and <br />required separation distances from adjacent units. This could provide a relatively inexpensive way for some <br />owners to upgrade their living space, creates a new avenue for affordable housing within the City, and would <br />offer our existing manufactured home parks one more way to reinvest in their properties. <br />RECOMMENDATION <br />Because this ordinance includes a Chapter of Zoning, the Planning Commission is required to hold a public hearing <br />on the provisions at their meeting on April 20th. The Commission is asked to provide feedback and direction on <br />needed changes, and we strongly recommend this (or an amended version of the ordinance) proceed to Council on <br />April 27th for final adoption. <br />Staff is recommending approval of Ordinance 880 based on the following: <br /> The ordinance represents the best short-term fix we could construct given the circumstances. Approval at this <br />time will simply codify how the City has been managing its manufactured home parks for as long as anyone can <br />remember. <br /> Failure to take immediate action on this ordinance essentially ends activity within our manufactured home parks <br />unless variances are both applied for and granted. <br /> Approval will allow us to monitor the effectiveness of these proposed solutions, and improvement s and/or <br />additions can be made as part of the upcoming zoning code update. <br /> <br />ATTACHMENTS: <br />1.
