12 <br />April 13, 2021 <br />Approve Ordinance No. 882 Amending Chapter 2 of the New Brighton City Code <br />for the Purpose of Reducing Student Commissioner Terms from Three Years to <br />One Year. <br />13. Consider Approval of Server Hardware Purchase. <br />Motion by Councilmember Allen, seconded by Councihnember Axberg to approve the Consent <br />Agenda as presented. <br />A roll call vote was taken. <br />4 Ayes, 0 Nays - Motion Carried <br />Public Hearing <br />None. <br />Council Business <br />1. Consider Approval of Ordinance 880: Short Term Rentals. <br />City Manager Massopust indicated Assistant Director of Community Assets and Development Gozola would <br />be presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola provided the Council with a summary on <br />the Short Term Rental Ordinance noting this Ordinance was introduced at the March 23, 2021 City Council <br />meeting. He explained short term rentals are defined as any dwelling being rented for a period of <br />14 days or less. Anyone who wants to conduct a short term rental must acquire a permit each <br />year and permits will be administratively issued by staff. He thanked the City Council and <br />public for the feedback that was provided regarding this Ordinance. Staff commented further <br />on the changes that were made to the Ordinance, discussed how problem properties would be <br />addressed and recommended approval. <br />Councilmember Dunsworth thanked staff for all of their efforts on this Ordinance. She stated <br />she was very pleased with the final product. She indicated the Council could always revisit the <br />Ordinance in the future if issues were to arise, but she believed this was a great starting point <br />for the City. <br />Councilmember Allen asked when this Ordinance would go into effect and when licenses <br />would be issued. Assistant Director of Community Assets and Development Gozola reported the <br />Ordinance would have to be published, once approved He explained staff would be sending notifications to <br />the properties that were currently being used as short term rentals in order to encourage them to seek a permit <br />with the City. <br />Councilmember Axberg questioned if conditions could be placed on the permits. Assistant Director of <br />Community Assets and Development Gozola reported this was the case. <br />Mayor Niedfeldt-Thomas reported she has received a lot of positive feedback regarding this Ordinance. <br />Motion by Councilmember Dunsworth, seconded by Councilmember Allen to approve Ordinance <br />880, an Ordinance amending Chapter 13 of the New Brighton City Code regarding <br />Permitting Requirements for Short Term Rentals. <br />A roll call vote was taken. <br />4 Ayes, 0 Nays -Motion Carried <br />Page 4 of 7 <br />10.
