Life Saving Award Business <br /> 1.Life Saving Award <br /> City Manager Lotter reported Public Safety Director Paetznick would be presenting this item to the City <br /> Council. <br /> Public Safety Director Paetznick reported on January 21,2019 around 1:02 pm,New Brighton resident Dave <br /> Nelson collapsed in the gymnasium ofthe New Brighton Community Center while playing basketball. Parks <br /> &Recreation Facilities Manager Bill Bach and Building Assistant Chase Polekewski responded with the <br /> building's two Automated External Defibrillators(AEDs). Sergeant Terry Nelson was the first responder to <br /> arrive following the 911 call and found bystanders Heather Riese and Katherine Zapata performing CPR on <br /> Mr.Nelson. They were soon joined by Officers Kimberly Boyd and Scott Kingslien with continuing CPR as <br /> the AED indicated the presence of a shockable rhythm,with three shocks delivered to Mr.Nelson. Allina <br /> EMS Paramedic Philip Niemczyk and EMT Timothy Sprandel arrived to further assist with patient care,as <br /> Mr.Nelson began breathing on his own and regained consciousness. Mr.Nelson was transported to the <br /> University of Minnesota Fairview Hospital and released after only two days. He recognized all ofthe first <br /> responders and New Brighton residents that assisted in saving Dave Nelson's life. <br /> Nathan Lane,Allina EMS,thanked the Council and the citizens ofNew Brighton for being a Heart Safe <br /> Community. A round of applause was offered by all in attendance. <br /> Dave Nelson thanked all who assisted in saving his life,both in Public Safety and those who were bystanders. <br /> He explained it was amazing for him to be standing here today and indicated it was because ofthe quick <br /> actions ofthe first responders that he was still alive. <br /> Councilmember Jacobsen thanked all ofthe first responders and bystanders for caring and taking quick <br /> action. <br /> Councilmember Allen commented the quality of life that was provided by the City's first responders was <br /> invaluable. He thanked each and every one of them for the tremendous service they provide to the <br /> community. <br /> 2. NYFS Annual Update 2.NYFS Annual <br /> Update <br /> City Manager Lotter reported Jerry Hromatka from NYFS had a presentation for the City <br /> Council.- <br /> Jerry Hromatka,Northeast Youth and Family Services, thanked the Council for their time. He <br /> updated the Council on the good things that were occurring at NYFS. He reported NYFS <br /> served youth age 5 to 21 and noted 4,000 youth were served each year. He explained NYFS <br /> focused on three program areas, which were mental health, day treatment and community <br /> service. He indicated these programs were solution oriented and worked towards reaching <br /> positive results. He commented on the benefit of investing in youth and those suffering from <br /> mental health. He discussed the importance of connection with both youth and seniors in the <br /> community. He described how technology was changing youth and the workforce and the <br /> importance of providing youth with 21st Century skills. He reviewed NYFS's budget for 2019 <br /> and thanked New Brighton for their continued partnership. He invited the Council to attend <br /> the NYFS Leadership Luncheon on Wednesday, May 1st <br /> Councilmember Jacobsen thanked Mr. Hromatka for his efforts on behalf of the community. <br /> Mayor Johnson thanked Mr. Hromatka and NYFS for their assistance with youth. <br /> 3. Update from Rise, <br /> Inc.on Services in <br /> New Brighton <br /> Parks and Recreation Director Fink reported Judy Anderson from Rise had an update for the City Council. <br /> Community Center <br /> Judy Anderson,Rise,discussed the great things that were happening at the Community Center. She thanked <br /> the City for the great partnership that had been entered into between New Brighton and Rise. She provided <br />
