December 10,2019 Page 8 of 9 <br /> Council be setting a precedent.City Attorney Sonsalla advised because the City Code had no language <br /> regarding the refunding of the license fee,a decision could be made by the Council on tobacco license fees. <br /> Councilmember Dunsworth asked if the City refunded any other types of permit fees. Community Assets <br /> and Development Director Schlichting reported portions of application fees have been refunded in the past if <br /> a contractor were to fall through. He stated the City retained a portion for administrative fees and the <br /> remainder would be refunded. <br /> Acting City Manager Massopust explained the case before the Council was slightly different in that the <br /> applicant provided false information to the City. <br /> Councilmember Dunsworth indicated she was firming against refunding this money because it could set a <br /> precedent. <br /> Councilmember Jacobsen amended his motion to state the City would not be refunding the application fee. <br /> Councilmember Burg supported this friendly amendment <br /> 5 Ayes,0 Nays-Motion Carried <br /> Commission Liaison <br /> Commission Liaison Reports,Announcements and Updates Reports, <br /> Announcements and <br /> Updates <br /> Devin Massopust <br /> Acting City Manager Massopust stated he had nothing to report. <br /> Brenda Davitt <br /> Finance Director Davitt reported the City received final approval for the passport office on <br /> Monday and she was projecting passport office would be open to the public on January 7tn <br /> Craig Schlichting <br /> Community Assets and Development Director Schlichting provided the Council with an update <br /> on the Dominium and Pulte Midtown Village development. <br /> Jennifer Fink <br /> Parks and Recreation Director Fink stated next Monday she would be fully staffed for the first <br /> time in 12 months. She thanked the Council for supporting the new staffing model within the <br /> Parks and Recreation Department. <br /> Mary Burg <br /> Councilmember Burg reported PREC would be meeting next on Wednesday, February stb at <br /> 6:30 p.m. She explained this group was working hard on the Parks Strategic Plan. She noted <br /> the indoor farmer's market would be held on Tuesday, December 11tb at the New Brighton <br /> Community Center. She commented on how important it would be for all members of the <br /> community to be counted in the 2020 census. She stated she attended a League of Women <br /> Voters holiday brunch meeting last Saturday where the group discussed the importance of <br /> helping voters find out where they vote. Lastly, she wished everyone a safe and happy holiday <br /> season. <br /> Paul Jacobsen <br /> Councilmember Jacobsen thanked the Mayor for attending the Public Safety Commission <br /> meeting for him. He stated he was proud of the great partnerships that had been established in <br /> the community. He thanked the City Council and staff members for a great year. He wished <br /> everyone a blessed holiday season and encouraged residents to enjoy their time with family <br /> and friends. <br /> Emily Dunsworth <br />
