Agenda Section: Consent
Report Date: 9/21/2021
IXIN F Council Meeting Date: 9/28/2021
BRIGHTON
building tomorrow today
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: CONSIDERATION OF COOPERATIVE AGREEMENT WITH METROPOLITAN COUNCIL FOR A
CURED IN-PLACE PIPE UNDR 694.
_DEPARTMENT HEAD'S APPROVAL: Craig Schlichting, Director of Community Assets and Development G65 -
CITY MANAGER'S APPROVAL: \\\\
No comments to supplement this report Comments attached —
Recommendation:
1. Authorize the Mayor and New Brighton City Manager to sign/enter into a Cooperative Agreement with
Metropolitan Council for construction and design of a Cured In-Place Pipe under TH 694 in New Brighton.
Legislative History: NA
Financial Impact:The City share of the sewer lining project related to design and construction is estimated to be
$215,926.
Explanation: A large portion of the sewer lines in southern New Brighton rely on a single sewer crossing
under TH 694 located between Long Lake Road and Old Highway 8 NW. The Metropolitan Council will be
reconstructing a sewer interceptor line on the south side of Long Lake which will require bypass pumping to
collect and re-reroute sewer flows around their project. The cost of bypass pumping and piping will be
incurred by the Metropolitan Council. During this time the City has an opportunity to structurally line an arch
pipe that flows under 694. The structural liner will extend the lifespan of the sanitary sewer in the project area,
reduce inflow and infiltration into the sanitary sewer system, and safeguard the City from costly future
excavations which would be needed to make sanitary sewer repairs.
Costs and Funding: The project will be funded from Fund 702, Sanitary Sewer.
Crai G. Schlichting, P.E.
Director of Community Assets and Development
Attachments:
Cooperative Agreement
