October 26,2021 Page 9 of 12 <br /> Motion by Councihnember Abdulle to adopt a Resolution approving a Special Use Permit to <br /> Authorize an oversized garage at 720 McCallum Road with the staff recommended conditions. <br /> The motion failed for lack of a second. <br /> Motion by Councilmember Allen,seconded by Mayor Niedfeldt Thomas to postpone action on the <br /> Special Use Permit to authorize an oversized garage at 720 McCallum Road to the November 9,2021 <br /> City Council meeting. <br /> Councilmember Axberg asked if more time should be taken to see if the site remained clear of violations over <br /> the next four or six weeks and to give staff more time to address the concerns raised by the Council. <br /> Mayor Niedfeldt-Thomas reported she would like to see staff address the specifics on how complaints will be <br /> handled for this property. She recommended violations be pulled from other cities if need be. She indicated <br /> she liked the fact that there was some teeth written into the Resolution,but understood this property has been <br /> prone to violations.She stated she would like to know more about how violations would be reviewed by staff. <br /> Councilmember Allen commented he wanted to know how far staff would go and what type of resources <br /> would be used for investigating complaints. <br /> Mayor Niedfeldt-Thomas questioned if the item should be postponed to December 14. <br /> Councilmember Axberg supported this recommendation. City Manager Massopust reported this was the last <br /> meeting of the year for the City Council so action would have to be taken on this item at that meeting. <br /> Assistant Director of Community Assets and Development Gozola commented if a quorum could not meet <br /> on December 14 to review this item,the request would be approved on December 246. <br /> City Manager Massopust thanked staff for voicing this concern and recommended the Council postpone this <br /> item to November 23,2021. <br /> A friendly amendment was made to the original motion to postpone action on the Special Use Permit <br /> to authorize an oversized garage at 720 McCallum Road to the November 23,2021 City Council <br /> meeting. <br /> A roll call vote was taken. 3 Ayes,2 Nays(Counci members Abdulle and Dunsworth opposed)- <br /> Motion Carried <br /> Mayor Niedfeldt-Thomas recessed the City Council meeting at 8:52 p.m. <br /> Mayor Niedfeldt-Thomas reconvened the City Council meeting at 9:02 p.m. <br /> 3. Consider Municipal Contribution to the Fire Relief Association. 3.Consider Municipal <br /> Contribution to the Fire <br /> ReliefAssociation <br /> City Manager Massopust indicated Public Safety Director Paelztlick would be presenting this item to the <br /> Council. <br /> Public Safety Director Paetznick discussed the City's paid on call fire service delivery model and stated the <br /> New Brighton Firefighters Relief Association provides a one-time, lump-sum defined benefit <br /> to eligible members upon separation from the department. Firefighters are fully-vested after 20 <br /> years of service and can receive payment for retirement at age 50. The three primary sources of <br /> revenue to fund the retirement payments, included State Fire Aid, municipal contributions <br /> (both required and voluntary), and investment income. Before its reduction in 2013, the <br /> municipal contribution represented about 15% of the fund's annual revenue. 2021 State Fire <br /> Aid in the amount of$149,643.84 was released by the state on October 1st and transferred to <br /> the Relief Association as required by statute. Assets of the Fire Relief Association are managed <br /> through the Minnesota State Board of Investments,with the following return rates based on the <br /> most recent quarter of performance: 1 year: 20.57%, 3-year: 13.05%, and 5- year: 13.06%. As <br /> of December 31, 2020, the firefighters' retirement fund is over 188% funded per the actuary <br />
