January 26,2021 Page 4 of 5 <br /> Community Assets and Development Director Schlichting stated the City has worked with the <br /> landowner on a purchase agreement for Jones Lake. The City Attorney is working with two <br /> separate landowners on property/title issues that will take time and require this agreement to be <br /> extended. Jones Lake has historically been the subject of many Council discussions through <br /> the years, and Jones Lake is a key piece of property for future stormwater <br /> improvement projects. RCWD is currently looking into concept planning efforts for Jones <br /> Lake as part of Phase II of the Basic Water Management Project Petition. Jones Lake is an <br /> impaired water receiving drainage from Roseville, St. Anthony and New Brighton. Foss <br /> Road and Lakeside Homes have experienced flooding, and improvements in the Jones <br /> Lake basin would look to improve this condition. Future improvements to the Jones <br /> Lake area for any type of project will be subject to future City Council approvals. <br /> Councilmember Axberg asked if this amendment would change the land terms so it aligns with <br /> the specific land plots. Community Assets and Development Director Schlichting reported this was the <br /> case. City Attorney Sonsalla discussed the amendment to the Purchase Agreement in further detail with the <br /> Council.She commented on the title issues with the property and discussed the extension that was needed to <br /> allow the City to acquire the property. <br /> Councilmember Allen stated if the City were able to acquire this property,it would assist the City in <br /> addressing future stormwater issues. He indicated this purchase agreement was a great opportunity for the <br /> City and he supported staffs recommendation to extend the purchase agreement <br /> Councilmember Abdulle explained he supported the extension of the purchase agreement as well. <br /> Motion by Councihnember Abdulle,seconded by Councilmember Allen to authorize the Mayor and <br /> City Manager to extend the Purchase Agreement with Central Baptist Theological <br /> Seminary of Minneapolis to June 30, 2021 for the purchase of real property located north <br /> of 660 5' Street SW(aka Jones Lake Property). <br /> A roll call vote was taken. <br /> 5 Ayes,0 Nays-Motion Carried <br /> Commission Liaison Reports,Announcements and Updates <br /> Commission Liaison <br /> Reports, <br /> Devin Massopust Announcements and <br /> City Manager Massopust reported vaccinations of public safety personnel continues at the Updates <br /> Public Safety Department. He explained more information regarding the vaccination rollout <br /> can be found on the COVID-19 dashboard on the City's website. He encouraged people <br /> struggling with food insecurity to pick up an Every Meal Bag at the New Brighton Community <br /> Center. He noted trails were now being groomed at the Brightwood Hills Golf Course. <br /> Graeme Allen <br /> Councilmember Allen encouraged residents to stay safe and continue to wear masks. <br /> Abdullahi Abdulle <br /> Councilmember Abdulle encouraged residents to stay safe and to take care of one another. <br /> Pam Axberg <br /> Councilmember Axberg thanked the Parks and Recreation Department for sharing their <br /> creativity with the community and for finding outdoor activities for residents to participate in. <br /> Mayor Niedfeldt-Thomas <br /> Mayor Niedfeldt-Thomas reported she attended a meeting with the North Metro Mayors <br /> Association noting this group discussed legislative priorities for 2021.
