April 27,2021 Page 7 of 8 <br /> Mayor Niedfeldt-Thomas thanked staff for the clarification and stated she appreciated the speed in which staff <br /> had addressed this matter. <br /> Councilmember Dunsworth explained her concern was not the code.She understood the code was necessary <br /> and she agreed with the changes.She stated her concern was with the notification,dealing with owners and <br /> the impact this Ordinance may have on existing residents.She discussed the experience the City has had with <br /> past manufactured home park owners and hoped this process would be smoother. She encouraged the City to <br /> be overprepared and pleasantly surprised if this all rolls out without any issues. <br /> Councilmember Allen commented on how some of the lots would be impacted by the setback and separation <br /> requirements.He feared that some lots would not be replaced because they would not be meeting code. <br /> Assistant Director of Community Assets and Development Gozola explained the only way he would address <br /> this,was that this same thing could occur today.He indicated the separation distances were already in place, <br /> staff was simply recommending these separation requirements be codified.He stated through this Ordinance, <br /> the City was opening the door for tiny homes. <br /> Councilmember Abdulle stated he shared some of the concerns that were voiced by Councilmember <br /> Dunsworth.He discussed how quickly misinformation can spread.He suggested the City provide this <br /> information in multiple languages and that the information be made extremely clear to residents.He did not <br /> want residents to think they will be losing their homes. He recommended staff meet with the owners of the <br /> manufactured home parks to provide clarity and communicate what the City was proposing to do.He wanted <br /> to see the City moving diligently and cautiously forward on this matter. <br /> City Manager Massopust requested staff review the options available to the City Council. Assistant Director <br /> of Community Assets and Development Gozola reviewed the options available which were to approve the <br /> Ordinance as presented,to take no action,or to table action on the Ordinance. <br /> Councilmember Axberg stated she understood the concerns that had been voiced,but she noted the City was <br /> also doing harm by taking no action.She asked if a public hearing was required or this item.Assistant <br /> Director of Community Assets and Development Gozola reported the public hearing was held by the <br /> Planning Commission at their meeting on April 20,2021. <br /> Mayor Niedfeldt-Thomas thanked Council for the robust conversation that was held tonight and thanked staff <br /> for their efforts on this Ordinance. <br /> Motion by Councilmember Allen,seconded by Councilmember Axberg to adopt Ordinance 881,an <br /> Ordinance amending Chapter 16 of the New Brighton City Code and Chapter 4 of the Zoning Code <br /> to amend regulations governing manufactured home parks. <br /> A roll call vote was taken. <br /> 5 Ayes,0 Nays-Motion Carried <br /> 4of <br /> 4.
