Consider Adoption of a Facility and Park Naming Policy. of a Facility and Park <br /> Naming Policy. <br /> City Manager Massopust indicated Parks and Recreation Director Fink would be presenting this item to the <br /> Council. <br /> Parks and Recreation Director Fink stated the Midtown Village development will include a small <br /> park. There is a desire to have that park named something other than"Midtown Village Park". <br /> Staff feels that it is important to create general guidelines and boundaries for park and facility <br /> naming. This policy would govern the naming of all facilities in the City. Staff assembled a <br /> number of examples of park naming policies. Those examples were shared with the PREC <br /> Commission in May to gather feedback on suggested language. A draft was forwarded to <br /> Council for feedback at the May 19, 2021 worksession. Staff updated the policy draft and it <br /> was reviewed at June 2, 2021 PREC meeting. The Commission voted unanimously to approve <br /> the draft and recommend it to Council for adoption. Staff would like to note that in the event <br /> that there is a living person or organization that would like to make a significant contribution <br /> towards a project that would allow for the naming of a park or a facility, there will be a donor <br /> agreement created with the help of legal counsel at that time. <br /> Councilmember Dunsworth asked if any consideration was made to potential buyouts or <br /> mergers that may impact park names in the future. Parks and Recreation Director Fink reported <br /> this would be addressed in a donor agreement that would allow the City to work with the <br /> donors to pay the costs for re-signage, etc. <br /> Councilmember Abdulle commented he would like to see parks remain named as is for <br /> recognition purposes, versus renaming in the future. He asked if a name had been chosen for <br /> the Midtown Village park. Parks and Recreation Director Fink reported this matter would be <br /> addressed by PREC and a recommendation would be made to Council. <br /> Councilmember Allen questioned if a park name could be changed if something nefarious were <br /> to happen. Parks and Recreation Director Fink reported this would be allowed. <br /> Mayor Niedfeldt-Thomas thanked staff and PREC for all of their efforts on this policy. <br /> Motion by Councihnember Axberg,seconded by Councilmember Dunsworth to adopt the Facility <br /> and Park Naming Policy. <br /> 5 Ayes,0 Nays-Motion Carried <br /> Commission Liaison Reports,Announcements and Updates Commission Liaison <br /> Reports, <br /> Devin Massopust Announcements and <br /> Updates <br /> City Manager Massopust reported the City has a table at the farmer's market every Wednesday <br /> from 3:00 p.m. to 7:00 p.m. He encouraged the Council to let him know if they were interested <br /> in manning this table. He explained staff was working on the 2022 budget. He noted staff <br /> would be speaking with Standard&Poor's tomorrow morning to discuss the City's new credit <br /> rating. <br /> Graeme Allen <br /> Councilmember Allen reported the Public Safety Commission met on Monday. He explained <br /> this group discussed the All Hazards Team and how this team responds to disasters. He <br /> indicated Allina provided an update on their calls for service and explained COVID numbers <br /> were on the decline. He noted there was a slight uptick in fire calls due to the draught. <br />
