Massopust suggested a Council recap program be considered in the future. <br /> Councilmember Dunsworth supported the City completing a year in review program. <br /> Mayor Niedfeldt-Thomas stated she would like to know more about how Nine North was addressing diversity, <br /> equity and inclusion. Ms. Healy stated Nine North made a conscience decision to have leaders from the BIPOC <br /> community a part of City Speaks. In addition, she noted she has been working with the City of Roseville to <br /> highlight the MAC team. She reported internally she has been reviewing the employee handbook through a <br /> DEI lens. <br /> Councilmember Dunsworth stated she visited Nine North last week. She encouraged all Councilmembers to <br /> visit the new space. <br /> Massopust explained it sounds like there was interest from the Council in completing a State of the City <br /> program. <br /> Councilmember Allen supported the City's communications team working with Nine North to map out the <br /> year in order to collaborate programming that would benefit the community. He suggested staff work to have <br /> programming that correlates with the newsletter but to not have this information overlap but rather be released <br /> a month or month and a half apart. Massopust stated he could work with the communications team to make <br /> the newsletter content and Nine North content complement each other going forward. <br /> Ms. Healy thanked the Council for their continued support and noted her team would be in touch with the <br /> City's communication team. <br /> Massopust requested the Council discuss how to address the request for the City allow for the keeping of ducks <br /> and other fowl in a number more than six. He reported staff recommended the Council keep the number of <br /> chickens and other fowl on a property at six. He commented another option available to the Council would be <br /> to create a variance process to allow a resident to request more than six fowl. <br /> Councilmember Dunsworth asked what type of complaint was brought to the City. Massopust stated the <br /> original complaint came to the City as a noise complaint. <br /> Councilmember Dunsworth questioned if current code allowed for chickens or fowl. Gozola reported existing <br /> code refers to fowl, which would include chickens, turkeys, or ducks, but no roosters. <br /> Councilmember Allen commented he would want to know how staff would be impacted if the code were <br /> amended to allow for a variance. Massopust stated he would have to investigate this further. <br /> Mayor Niedfeldt-Thomas explained she spoke with City Attorney Sonsalla and City Manager Massopust <br /> regarding a conservation variance and understood this was not a thing. <br /> Councilmember Abdulle discussed the environmental preservation concerns that were raised by this resident. <br /> He stated he did not want to see residents being allowed to have as many fowl as they wanted, but rather these <br /> requests should be reviewed on a case by case basis. Massopust explained these matters would have to be <br /> reviewed and addressed by Assistant Director of Community Assets & Development Gozola. <br />
