July 27,2021 Page 4 of 6
Councilmember Dunsworth asked what type impact this language change would have on City resources.
Assistant Director of Community Assets and Development Gozola reported there would be no impact.
Councilmember Dunsworth stated the City Council heard a lot of concerns about density when it came to
Midtown Village. She appreciated that the proposed language change would allow for some level of
flexibility with respect to density in future developments.
Councilmember Allen explained the number of units was always a variable the City could not
control within developments. Assistant Director of Community Assets and Development Gozola
reported each development was reviewed on a case by case basis and stated he would keep this concern in
mind when this language was addressed within the zoning code. He commented further on the different
requirements within a PUD and PRD.
Councilmember Allen supported the City having more say in the density for future developments. He
appreciated the fact the City would have flexibility when it comes to density.
Councilmember Abdulle reported some communities are restricting building height to address
density concerns. He indicated he appreciated the fact the City would be working with
developers to consider what would work best on a site versus setting specific restrictions.
Further discussion ensued regarding the City's notification process for redevelopment projects.
Mayor Niedfeldt-Thomas stated she would like the Council to discuss expanded bus services at
a future worksession meeting. Assistant Director of Community Assets and Development Gozola
explained the City could reach out to the Met Council once the new project has been preliminarily approved.
City Manager Massopust anticipated the Met Council would be attending a Council worksession meeting in
September or October.
Councilmember Abdulle stated it would be great to have LRT routes, but noted simple bus routes would be a
great start. He encouraged the City to work with neighboring communities on this issue.
Councilmember Allen commented public safety concerns should be taken into consideration if
building height was going to go higher in the City of New Brighton. Assistant Director of
Community Assets and Development Gozola indicated he does not know what the maximum height should
be,but he would speak with Public Safety regarding this concern.
Motion by Councihnember Axberg, seconded by Councilmember Abdulle to adopt a Resolution
requesting the Met Council accept and review a Comprehensive Plan Amendment to raise the
maximum residential density threshold in the City's Mixed Use Regional land use designation from 50
to 60 units per acre.
5 Ayes,0 Nays-Motion Carried
3.Consider a
3.
