Councilmember Allen stated he supported the recommendation from the task force and that the number of fowl <br /> allowed on a property should be based on the property size. He understood this may be burdensome for staff, <br /> but this was the direction other cities have gone. Massopust commented he appreciated how the current <br /> ordinance allowed for six fowl across the board. <br /> Councilmember Abdulle indicated he believed the City gave this topic its due diligence already. He suggested <br /> the City wait for another year before considering this topic again. It was his hope the resident would <br /> understand why the recommendation to do nothing was being made at this time because this was the best case <br /> scenario for the City of New Brighton. <br /> Councilmember Allen estimated there were more like 65 residents that have chickens in the City. <br /> Councilmember Dunsworth stated this made her believe even more that the current code language and allowed <br /> number of fowl was working, given the fact the City had such a low number of complaints. <br /> Councilmember Allen questioned how the City would address non-compliance in the future. Gozola described <br /> how City staff works with resident on non-compliance issues with City Code. He reported it was a <br /> misdemeanor if the resident were to not bring their property into compliance. <br /> Councilmember Axberg commented on how the issue of chickens was divisive for some families and <br /> neighborhoods. She asked if neighbors had to sign off on chicken requests. Massopust stated this was not <br /> required. <br /> Councilmember Allen stated if any change were made in the future, he would like to see the number of fowl <br /> being based on property size. <br /> Councilmember Axberg explained this could lead to a whole can of worms being opened up. <br /> Mayor Niedfeldt-Thomas requested further information regarding the conversation staff had with the DNR. <br /> Gozola indicated he spoke with the DNR regarding the "endangered ducks" and noted he was told by the DNR <br /> representative that these ducks could be ordered from Fleet Farm. He explained that staff did not have the <br /> knowledge or expertise to tell if the ducks were endangered or not. <br /> Councilmember Dunsworth stated she supported staff's recommendation regarding this matter. She indicated <br /> she did not want the City relitigating this matter all over again. While she appreciated the fact that a resident <br /> brought this matter forward, she did not believe there was enough of a need to make a change to City Code. <br /> Councilmember Abdulle supported the Council revisiting this issue in a few years. <br /> Massopust thanked the Council for their feedback and direction. <br /> Discuss Proposed 2022 CIP and 2022 Budget <br /> Massopust reported staff would be presenting the 2022 proposed CIP and budget with the Council. <br /> Davitt stated the Capital Improvement Plan is a document that includes 2022 — 2031 proposed capital <br /> purchases. These purchases include items identified in the Fleet, Non-Fleet, and IT capital replacement funds, <br /> the Pavement Management fund, the Street and Parks Comprehensive Plan, the Utility analysis, and all <br /> proposed Developer plans. Once the CIP is completed, a financial plan is developed where the debt impact can <br /> be calculated. Lastly, with the debt impact, a 10 Year Financial Plan is created that allows Council to estimate <br />
