Before purchasing, all items included in the plan will be <br /> presented to Council for approval according to the City's purchasing policy. Staff reviewed the 2022 CIP and <br /> budget in further detail with the Council and asked for comments or questions. <br /> Councilmember Abdulle requested further information regarding MSA. Schlichting provided the Council with <br /> a definition of MSA and how State Aid was provided for these roadways. <br /> Councilmember Allen stated he appreciated how staff worked to create greater efficiencies for its equipment. <br /> Councilmember Axberg asked if the City's storm sewer could withstand large rain events due to global <br /> warming. Schlichting discussed how the City has been working to address problem areas in the City that were <br /> prone to flooding. He explained storm sewer systems were not created to withstand a 100 year storm. <br /> Councilmember Allen commented on the last 100 year rain event that occurred in 2011 and he appreciated how <br /> the City had worked to address the areas in New Brighton that flood. <br /> Further discussion ensued regarding how the City chooses which street improvement projects are completed <br /> each year. <br /> Councilmember Allen questioned if all cities have CIP,parks and streets plans in place. He explained he really <br /> appreciated New Brighton's forward thinking and financial approach for future expenses. <br /> Mayor Niedfeldt-Thomas commented on the City's bond rating noting the City had received a great rate due to <br /> its strong financial position. She thanked staff for all of their tremendous efforts on behalf of the community. <br /> Councilmember Abdulle agreed it was great the City was looking 10 years ahead when planning for its <br /> finances. He stated he would like to see the City considering how transportation will change over the next 10 <br /> years. <br /> Mayor Niedfeldt-Thomas discussed the overall park plan and asked if the Community Center was included in <br /> this plan. Massopust reported the Community Center was not included in the Parks Master Plan. <br /> Mayor Niedfeldt-Thomas stated she would like the Council to discuss the Community Center at some point in <br /> the future, along with if State bonding should be pursued.
