November 23, 2021 <br />changes the Council was hoping for. He noted the first would be using the trail plan to make <br />connections to the City's park facilities and government buildings. He commented further on <br />the number of miles of trails the City and County had in place in New Brighton, noting the <br />'County has been aggressively working to update its trails. <br />Mayor Niedfeldt-Thomas requested further information regarding ADA compliance <br />requirements that were in place for City facilities. Community Assets and Development <br />Director Schlichting discussed the ADA requirements that were in place for City facilities. <br />Motion by Councilmember Abdulle, seconded by Councilmember Allen to approve a Resolution <br />adopting the ADA Transition Plan for Public Rights of Way noting the compliance rate <br />would be 90% and not 80%. <br />A roll call vote was taken. <br />5 Ayes, 0 Nays -Motion Carried <br />2. Consider Approval of Professional Services Agreement with Reach for Resources Inc. for <br />Inclusion Services in Parks and Recreation Programs. <br />City Manager Massopust indicated Recreation Supervisor Larson would be presenting this item to the <br />Council. <br />Recreation Supervisor Larson stated an agreement with Reach for Resources will provide <br />personalized inclusion services so that those in our community with disabilities or special <br />needs can fully and actively participate in general Parks and Recreation programs alongside <br />'their peers. As a member of the Reach for Resources Consortium, New Brighton staff will <br />have unlimited communication with Reach for Resources' adaptive recreation professionals, <br />licensed social workers, psychologists, and special education staff for referrals, consultations, <br />and advice. When Parks and Recreation staff receive a request from the public for inclusion <br />services, Reach for Resources will work directly with the participant and family to determine <br />the level of support the participant may need in order to enjoy their experience. If necessary, <br />Reach for Resources will provide on-site services for participants who may need one-on-one <br />assistance. There are no additional costs to participants for on-site support. The conditions that <br />Reach for Resources can provide support for include, but are not limited to, developmental <br />disabilities, autism, cerebral palsy, muscular dystrophy, epilepsy, learning disability, traumatic <br />brain syndrome, and emotional behavioral disorders. This agreement assists our department in <br />meeting ADA regulations for inclusion services. Staff commented further on the agreement <br />and recommended approval. <br />Councilmember Abdulle questioned how many hours the contract would cover. Recreation Supervisor <br />Larson reported the contract would provide 18 hours ofstafftime from Reach for Resources. She explained <br />if additional hours were necessary, these hours could be purchased. <br />Mayor Niedfeldt-Thomas asked ifa proof of diagnosis or other documentation was required in order to <br />access these special services. Recreation Supervisor Larson reported the City would not be asking for proof of <br />diagnosis noting Reach's staff would be going through this process with the ftmilies individually. <br />Councilmember Allen stated this was a great program for the City to pursue as it would make the City's <br />programming more inclusive. He inquired if the City would be promoting these services throughout the <br />community. Parks and Recreation Director Fink reported information regarding these services would be <br />'printed in the City's recreation guide in order to inform the public. Recreation Supervisor Larson commented <br />further on the training Reach for Resources paraprofessionals would be providing to New Brighton staff <br />members. <br />Councilmember Abdulle asked if the long-term goal would be to have a staff member trained fully to <br />provided these services. Park and Recreation Director Fink reported in the past the focus was for cities to <br />provide therapemc recreation.
