December 7, 2021 Page 1 of 3 <br />wof <br />NEW COUNCIL PROCEEDINGS <br />the city that works for you <br />THE CITY OF NEW BRIGHTON <br />Pursuant to notice thereof, a City Council meeting and 2022 Truth in Taxation Hearing of the New <br />Brighton City Council was held Tuesday, December 7, 2021 at 6:30 pm in the New Brighton Council <br />Chambers. <br />Present: Mayor Niedfeldt-Thomas, Abdulle, Allen, Axberg and Dunsworth <br />Absent: <br />Also Present: Devin Massopust-City Manager, Sarah Sonsalla-City Attorney, Gina Foschi-Finance <br />Director, Ben Gozola-Assistant Director of Community Assets and Development <br />Call to Order <br />Mayor Niedfeldt-Thomas called the meeting to order at 6:30 pm. <br />Pledge of Allegiance <br />Mayor Niedfeldt-Thomas led the Council in the Pledge of Allegiance. <br />'Approval of Agenda <br />Approval ofthe December 7, 2021 Council Agenda <br />Motion by Councilmember Axberg, seconded by Councilmember Abdulle to approve the <br />agenda as submitted. <br />5 Ayes, 0 Nays -Motion Carried <br />Public Hearings <br />A. Truth in Taxation Hearing <br />City Manager Massopust reported staff has a presentation on the 2022 Budget for the Council <br />this evening. He explained after the presentation, a budget hearing would be held. <br />Finance Director Foschi explained in September the Council approved the preliminary levy <br />and notices were sent to property owners in the City. She reported the purpose of this meeting <br />was to provide a summary on the budget and to describe how the budget affects property taxes. <br />The purpose and objectives of the 2022 budget were reviewed in detail. The 2022 General <br />Fund expenditures and revenues were discussed. She stated the proposed property tax levy <br />was $11,475,600, which included an additional investment in the City of $873,200 over last <br />year. Staff discussed the items within the budget that were increasing for 2022 and compared <br />New Brighton's per capita costs to comparable cities. She commented on the tax levies for the <br />past ten years and noted how property tax dollars are used by the City. She described how the <br />median value homeowners would be impacted by the proposed budget and reported property <br />values were on the rise. She discussed the storm sewer improvement taxing districts for Lake <br />Diane and Bicentennial Pond noting the funds raised were requested by the surrounding <br />property owners.
