December 7, 2021 Page 2 of 3 <br />Council would approve the final budget on December 14, 2021. <br />Mayor Niedfeldt-Thomas reported the Council made the decision to hold a separate hearing for <br />'the budget in order to allow the public to make comments. <br />Motion by Councilmember Abdulle, seconded by Councilmember Allen to close the <br />Budget Hearing. <br />5 Ayes, 0 Nays - Motion Carried <br />The Budget Hearing was opened at 6:48 p.m. <br />Pat Rother, 490 9t Avenue NW, expressed concern with the proposed 8.24% increase in the <br />tax levy. He commented on the estimated taxes for the median value home in New Brighton <br />noting this was a 14.2% increase. He questioned why other cities get more LGA than the City <br />of New Brighton. He reviewed his property valuation, noting it would be going up 8.5% and <br />explained his taxes would be going up 16.7%. He stated this was an unreasonable increase. <br />Morris Wolf, 2670 14th Street NW, indicated he had an issue with the proposed budget increase <br />because this would increase his City taxes by 21%. He requested further information from the <br />City on the relationship between the increase in a homes value as it relates to an increase in <br />property taxes. <br />Alicia Givens, 742 7th Avenue NW, noted the New Brighton Truth in Taxation hearing was <br />scheduled for the first Tuesday in December each year. She commented the school district also <br />held their Truth in Taxation hearing on this same night. She encouraged the City to consider <br />changing their meeting date and time. She expressed concern with the proposed tax levy <br />'increase. She explained she was promised that the new project near her home would bring a <br />reduction to her taxes. She stated this did not happen, rather her taxes were proposed to <br />increase. She encouraged the Council to stand by what was promised. <br />Motion by Councilmember Allen, seconded by Councilmember Dunsworth to close the <br />Budget Hearing. <br />5 Ayes, 0 Nays - Motion Carried <br />The Budget Hearing was closed at 6:59 p.m. <br />Councilmember Allen explained for the homeowners with lower than market value homes, the <br />increases in property taxes will be higher as a percentage. He stated how the value of his home <br />has increased over the years. He commented on the Midtown Village project and stated over <br />time, with the way this project was funded, taxes would go down. He estimated this project <br />would add $500,000 to the City's budget in the long-term, but noted this funding was not <br />available at this time. <br />Mayor Niedfeldt-Thomas requested further comment from staff on how the median value <br />homeowner would be impacted by the proposed tax levy. Finance Director Foschi reviewed <br />how the median value homeowner would be impacted by the proposed tax levy. She described <br />how property taxes were calculated based on the City's total tax capacity and tax rate. City <br />Manager Massopust explained the property tax calculation and formula was driven by the State <br />'and was not created by the City. <br />Mayor Niedfeldt-Thomas requested clarification on the City's portion of the total tax bill. <br />Finance Director Foschi noted the City's portion of residents tax bill would be roughly 26%. <br />The remaining portions of the tax bill would go to Ramsey County, the Mounds View Public <br />School District and other taxing districts. <br />
