December 14, 21 <br />budgets and 2022-2031 CIP. <br />' Mayor Niedfeldt-Thomas requested staff provide the Council with comparisons to neighboring <br />cities for the CIP. <br />Councilmember Dunsworth stated this was one of the best budgets the Council has seen. She <br />believed it was thoughtful and responsible. She thanked staff for all of their hard work on this. <br />Councilmember Allen agreed this was a strong budget that sets the City up for long-term <br />success. He appreciated the fact the City had included a DEI Coordinator in the 2022 budget. <br />He then discussed the programs that were available to assist homeowners with property taxes. <br />Councilmember Abdulle indicated this budget speaks to the Council's values and <br />commitments for the future. He appreciated the City's investments in DEI and parks. <br />Motion by Councilmember Dunsworth, seconded by Councilmember Abdulle to adopt the <br />Resolution Adopting the Final 2022 Budgets for a total of $32,834,000 and the 2022 — <br />2031 Capital Improvement Plan (CIP) in the amount of $112,861,700. <br />5 Ayes, 0 Nays -Motion Carried <br />3. Consider Resolution Adopting the Final 2022 Tax Levy for the Lake Diane and <br />Bicentennial Pond Storm Sewer Taxing Districts. <br />Public Safety Director Padmick indicated Finance Director Foschi would be presenting this item to the <br />Council. <br />Finance Director Foschi stated the City has established Storm Sewer Improvement Taxing Districts <br />within the City for Lake Diane and Bicentennial Pond. A Storm Sewer Improvement Taxing <br />' District is an area within the territorial limits of a municipality. The municipality may acquire, <br />construct, maintain, and otherwise improve storm sewer systems and related facilities within <br />the district for the benefit of the district. The Public Works Department works with the <br />residents of each district to determine specific projects and courses of action. The costs <br />involved are recovered by levying tax on all taxable properties within the district. The City has <br />adopted similar tax levies for both districts for several years. <br />Motion by Councilmember Dunsworth, seconded by Coundlmember Allen to Approve the <br />Resolution Adopting the Final Tax Levies for Taxes Payable in 2022 for Lake Diane and <br />Bicentennial Pond Storm Sewer Improvement Taxing Districts for 53,750 and $2,100. <br />5 Ayes, 0 Nays -Motion Carried <br />4. Consider Resolution Establishing the Utility Rates and Charges for 2022. <br />Public Safety Director Paetznick indicated Finance Dhlector Foschi would be presenting this item to the <br />Council. <br />Finance Director Foschi stated an analysis of the City's water, sewer, storm water and street light <br />enterprise operations and their respective capital improvement plans has been completed. The <br />focus of the analysis is to ensure the determination of revenues, expenses and net income is <br />appropriate for operations, capital maintenance and replacement. The City's water, sewer, <br />stormwater and streetlight enterprise operations are each accounted for in their own separate <br />and distinct fund. Each fund/operation has been established to be financially independent. The <br />' revenues of each fund are designed to cover its operating costs, capital maintenance and <br />replacement. Rates are adjusted in accordance with costs. The rate setting process is intended <br />to provide for gradual annual adjustments whenever possible, focusing on the long-term <br />strategy. Each year assumptions are reviewed and adjusted, as necessary.
