December 14, <br />Councilmember Abdulle requested further information regarding the stormwater utility rates. <br />Finance Director Foschi described how the City charged for stormwater utilities. <br />Motion by Counc hnember Dunsword4 seconded by Councilmember Abdulle to adopt a Resolution <br />establishing the 2022 utility rates. <br />5 Ayes, 0 Nays -Motion Carried <br />Report on November 23, 2021 City Manager Performance Review. <br />Mayor Niedfeldt-Thomas stated on November 23, 2021 the City Council held a closed work <br />session pursuant to Minnesota Statutes Section 13D.05, subdivision 3 (a) to conduct a <br />performance review of the City Manager. The City Council must summarize its conclusions for <br />the public during a public meeting. A statement of the Council can be found below regarding <br />City Manager Devin Massopust's review: <br />"The New Brighton City Council's review of City Manager Devin Massopust's <br />performance was very positive. His role of leading the city through myriad changes and <br />challenges during the pandemic was lauded by both the Council and the staff <br />leadership group. Priorities for Devin include focusing on the strategic planning <br />process with multi year priorities for the City". <br />Commission Liaison Reoorts. Announcements and Updates <br />' Tony Paetznick <br />Public Safety Director Paetatick reported on the highlights of 2021. He noted the City continues to <br />host vaccine clinics at the NBCC for the public. He thanked his workforce for their tremendous <br />efforts on behalf of the community. He welcomed Mike Suggs to the City and commended <br />Gina Foschi for her efforts on the budget and tax levy. <br />Graeme Allen <br />Councilmember Allen reported he attended the employee appreciation breakfast. He explained <br />he attended the groundbreaking ceremony for the new apartments that will be built on the <br />former US Bank site. He stated the Public Safety Commission met on Monday, December 13 <br />and discussed the 911 emergency communications response for Ramsey County and how their <br />response model would be changing. He explained there was a shortage of hospital beds, <br />oxygen and blood at this time. He encouraged all those who are able to donate blood. He <br />thanked the Council for a great year and wished everyone happy holidays. <br />Emily Dunsworth <br />Councilmember Dunsworth reported she attended the PREC meeting on December 1 where the <br />group welcomed Laura Sokol -Kraft and discussed the City's DEI initiatives and the PREC <br />annual work plan. She encouraged residents to take advantage of the COVID vaccine clinics at <br />the NBCC. She wished everyone a safe and happy holidays. <br />Pam Axber¢ <br />Councilmember Axberg reported the EDC did not meet in December. She noted she was able <br />' to attend the groundbreaking ceremony at the former US Bank site. She explained she was <br />looking forward to participating in holiday light displays. She summarized the numerous things <br />the Council had accomplished this year and commended the City Council on their efforts.
