<br /> <br /> <br /> <br /> <br />REQUEST FOR COUNCIL CONSIDERATION <br /> <br />ITEM DESCRIPTION: CONSIDERATION OF A RESOLUTION AUTHORIZING A TRANSFER FROM THE COMMUNITY <br />REINVESTMENT FUND TO THE PARKS IMPROVEMENT FUND <br />DEPARTMENT HEAD’S APPROVAL: Gina Foschi <br />CITY MANAGER’S APPROVAL: <br />No comments to supplement this report ___ Comments attached ___ <br /> <br />Recommendation: Accept the Resolution Authorizing a Transfer from the Community <br />Reinvestment Fund to the Parks Improvement Fund. <br /> <br />Legislative History: On April 26, 2022 council approved a resolution authorizing the $2,356,100 <br />transfer of fund balance from the General Fund to the Community Reinvestment Fund. The majority <br />of this transfer was due to the use of federal funding from the American Rescue Plan Act (ARPA) in the <br />General Fund for the provision of government services in 2021. General fund revenues previously <br />budgeted to cover the cost of these services then went unspent, resulting in a year‐end fund balance <br />above the target balance established by City policy. <br /> <br />On January 4, 2022, staff presented at a City Council Work Session a preliminary strategy to use the <br />2021 excess fund balance for additional costs in response to the COVID‐19 pandemic. Though Council <br />and staff have agreed to use the excess fund balance in the spirit of the ARPA guidance, this is not a <br />direct use of federal funding and will not be subject to federal reporting and compliance <br />requirements. <br /> <br />The preliminary spending strategy included the allocation of $1.4M to assist in funding the Parks <br />Comprehensive Plan. ARPA guidance recognizes that investments in parks, sidewalks and other public <br />outdoor recreation spaces promote improved health and safety outcomes and are a pandemic‐related <br />expenditure. <br /> <br />Strategic Priority Alignment: Completion of Phase 1 of the Parks Comprehensive Plan is noted as one <br />of the initiatives under the Livable Community priority. <br /> <br />Financial Impact: The use of $1.4M from the Community Reinvestment Fund, using a portion of <br />the 2021 General Fund excess fund balance, was included in the 2022‐2031 CIP adopted by Council. <br />This transfer will assist in funding Phase 1 of the Parks Comprehensive Plan, including projects at <br />Sunny Square, Totem Pole, Hansen, Creekview and Silver Oaks. <br /> <br /> <br />________________________ <br />Gina Foschi <br />Director of Finance <br /> <br />Attachments: Resolution <br />Agenda Section: Consent <br />Report Date: June 22, 2022 <br />Council Meeting Date: June 28, 2022
