RESOLUTION NO. _____ <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION AUTHORIZING A TRANSFER FROM THE COMMUNITY REINVESTMENT FUND <br />TO THE PARKS IMPROVEMENT FUND <br /> <br /> WHEREAS, on April 26, 2022 the City transferred $2,356,100 of 2021 excess fund balance <br />from the General Fund to the Community Reinvestment Fund, and <br /> <br /> WHEREAS, the majority of this transfer was due to the use of federal funding from the <br />American Rescue Plan Act (ARPA) in the General Fund for the provision of government services <br />in 2021, and <br /> <br /> WHEREAS, on January 4, 2022 staff presented at a City Council work session a preliminary <br />strategy to use the 2021 excess fund balance in the spirit of the ARPA guidance for additional <br />costs in response to the COVID‐19 pandemic, and <br /> <br /> WHEREAS, the preliminary spending strategy included the allocation of $1,400,000 to assist <br />in the funding of the Parks Comprehensive Plan, and <br /> <br />WHEREAS, ARPA guidance recognizes that investments in parks, sidewalks and other public <br />outdoor recreation spaces promote improved health and safety outcomes and are pandemic‐ <br />related expenditures, and <br /> <br /> WHEREAS, this transfer will assist in funding Phase 1 of the Parks Comprehensive Plan, <br />including projects at Sunny Square, Totem Pole, Hansen, Creekview and Silver Oaks. <br /> <br /> NOW THEREFORE, BE IT RESOLVED the Finance Director is authorized and directed to transfer <br />$1,400,000 from the Community Reinvestment Fund to the Parks Improvement Fund. <br /> <br /> ADOPTED this 28th day of June, 2022 by the New Brighton City Council with a vote of _____ <br />ayes and _____ nays. <br /> <br /> <br /> <br /> Kari Niedfeldt‐Thomas, Mayor <br /> <br /> <br /> <br /> <br />ATTEST: <br /> <br /> <br /> <br /> Devin Massopust, City Manager <br /> <br />Terri Spangrud, City Clerk <br />
