Ord 892: Rental Licensing Requirements
City Council Work Session Initial DRAFT Review; 7-12-22

Page 7
o Lines 473 – 479: New language to identify what constitutes a “repeat” violation. Adding this language
helps to clarify the subsequent (existing) sections on second and third offenses.
o Lines 480 – 486: Rewording of Section 13-163(4) in the current code.
o Lines 487 – 491: Rewording of Section 13-163(5) in the current code.
o Lines 492 – 500: Match Section 13-163(8) in the current code.
o Lines 501 – 505: Match Section 13-163(9) in the current code.
o Lines 506 – 508: Match Section 13-163(11) in the current code.
• Lines 509 – 632. Provisional License – Single Family and Duplex Units. These are new provisional license
provisions that would govern the newest units being added to the licensing requirement. Different regulations
are needed as different triggers are needed when there is one or two units as opposed to a building or complex
with tens or hundreds of units (i.e. the 0.5 calls per unit threshold of the current policy would be met after a
single incident).
o Lines 510 – 512: Sets the provisional license threshold for single-family and duplex rentals at four (4)
police calls in a six month period.
o Lines 515 – 542: Identifies the police call types that will count towards provisional status for single-family
and duplex units.
o Lines 543 – 566: Identifies the police call types that will NOT count towards provisional status for single-
family and duplex units.
o Lines 567 – 632: Identifies basically the same process as multi-family buildings for dealing with the
licensee once they are in provisional status.
NOTE: because the process of dealing with provisional license holders is the same, we will explore better ways
of organizing this portion of the new ordinance to only state the review process once.
• Lines 633 – 636. No warranty by City. Legal disclaimer that says even though we’re doing everything we can
to ensure rental units are safe and fit for habitation, the City is not providing a guarantee or warrantee when
enacting these regulations.
