2. Ramsey County Critical Corridor Grant – Banner Discussion
Gozola reported with the support of the EDC, New Brighton Staff applied for and received a
Critical Corridors initiative Grant through Ramsey County. The grant allows for creation and
implementation of two sets of banners for use along the Old Highway 8 Corridor. The grant
allows the EDC, with the support of the DEI Commission and DEI Coordinator, to be involved
in the process of banner design, selection, and creation of two (2)
decorative/commemorative banners for the ninety-two (92) light poles that run along Old
Highway 8 in front of City Hall and beyond. These new banners will supplement the City’s
existing banner inventory, and will aid in celebrating and creating interest to the Old Highway
8 corridor at different times of the year. Staff requested the EDC brainstorm ideas, themes
and styles of banners for use along the Old Highway 8 corridor.
Carl Gillies explained the banners could have different themes, could highlight Stockyard Days
or the City’s history. He noted the local schools could become involved to help with the
banner design. He requested further comment from the Commission on what themes they
would like to pursue.
Discussion included:
• The Commission supported getting the schools involved in the banner design.
• The benefits of the City having public art and a sense of place were discussed.
• The Commission recommended the banners be able to be seen from a distance.
• The Commission stated a design competition may be a good way to engage both students
and local artists.
• The Commission supported the City having banners made for Stockyard Days. Staff noted
the City had enough money for two different banner designs.
• The Commission suggested the City pursue multiple banner ideas and that they be
whittled down to two or four finalists.
• The Commission recommended all ages of New Brighton residents be taken into
consideration when designing the banners.
• The Commission also wanted to see the proud heritage of the community displayed in the
banners.
• The Commission suggested a banner be considered to highlight local restaurants.
• Further discussion ensued regarding the potential banner design and message. The
Commission supported the banners being simple in design but colorful that promotes the
City’s history, local events, origins and that New Brighton was a modern City.
• The timeline for the banners was further discussed and staff noted they hoped to have
the banners completed by June.

VII.
