Staff reviewed the housing study in further detail <br />with the EDC and asked for comments or questions. <br />Discussion included: <br />• Staff provided the Commission with further information regarding Accessory Dwelling <br />Units (ADU’s). <br />• The Commission commented on the value of building up on existing structures. <br />• The targets and metrics for the City’s housing stock was reviewed. <br />• The City’s Met Council affordable housing targets were further discussed. <br />4) Zoning Code Update Snapshot #2 <br />Gozola provided the EDC with an update on the progress being made to the zoning code for <br />Chapter 3 and commented on the new zoning and overlay districts. It was noted the Zoning <br />Code Steering Committee would be meeting next on Wednesday, May 24. <br />Discussion included: <br />• The Commission appreciated the visuals and charts within the zoning code. <br />• The EDC thanked staff for their efforts to update the City’s zoning code. <br />5) Commission Handbook & Electronic Use Waiver <br />Gozola stated each year, the City provides annual training for commissioners and produces a <br />corresponding Commissioner Handbook that contains information and resources regarding <br />laws, expectations and best practices for commissioners. This handbook has been put in the <br />Common File for Commissions on Granicus so commissioners could reference it easily and <br />conveniently. Understanding that not all commissioners are comfortable or able to access this <br />file, we are also providing it to you in your commission packet. You are welcome to continue <br />to access it as needed in the Common File for Commissions on Granicus throughout the year. <br />You may also save a copy on your device for future reference. If you prefer a paper copy of <br />this Handbook, please let your staff liaison know and the Clerk’s Office will print one for you. <br />Gozola explained State law requires that all City employees and officials follow data practices <br />and record management laws. Additionally, state law mandates that the public be provided <br />with the ability to communicate with all elected and appointed officials. To help meet these <br />requirements, the City has historically provided commissioners with City email addresses and <br />city-owned electronic devices to be used to conduct City business. This waiver informs <br />Commissioners of the risks of using personal devices and emails so each individual can make <br />an informed choice that is best for them. The waiver helps the City document each individual <br />commissioner’s preferred way for the public to contact them. It also helps staff know who to <br />ask for data from personal devices to make sure the City is meeting its legal obligations <br />regarding data and records. Two paper copies of this waiver will be available for each <br />commissioner when they arrive to the meeting. We ask that you complete and sign both <br />forms. Staff requested the EDC give one copy to their staff liaison and keep the other for their <br />records.
