Page 1 of 2 <br /> <br />RESOLUTION NO. _____ <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION MAKING FINDINGS OF FACT AND APPROVING A SITE PLAN <br />AUTHORIZING RENOVATION WORK TO TOTEM POLE PARK <br /> <br /> <br />WHEREAS, the City of New Brighton is a municipal corporation, organized and existing under the <br />laws of the State of Minnesota; and, <br /> <br />WHEREAS, the City Council of the City of the New Brighton has adopted a comprehensive plan <br />and corresponding zoning regulations to promote orderly development and utilization of land within <br />the city; and, <br /> <br />WHEREAS, the City of New Brighton owns the property known as Totem Pole Park at 1011 Foss <br />Road in New Brighton; <br /> <br />WHEREAS, the City of New Brighton (the “Applicants”) have applied for Site Plan approval to <br />authorize renovations to Totem Pole Park; <br /> <br />WHEREAS, staff fully reviewed the request and prepared a report for consideration by the Planning <br />Commission at their meeting on April 18, 2023; and <br /> <br />WHEREAS, the Planning Commission recommended approval of the request on April 18, 2023, <br />based on the applicant’s submittals and findings of fact; and <br /> <br />WHEREAS, the City Council considered on April 25, 2023, the recommendations of the Planning <br />Commission, Staff, the Applicant's submissions, the contents of the staff report, and other evidence <br />available to the Council. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of New Brighton <br />hereby approves the requested site plan based on the following findings of fact: <br />1. The proposed improvements are conforming to all code requirements, and do not require the <br />issuance of a special use permit or variances. <br />2. Building materials will be in conformance with the parks master plan and all applicable city code <br />and zoning requirements. <br />3. There are no issues with height or lighting that cannot be controlled by conditions of approval. <br />4. No additional landscaping is mandated by code for the proposed renovation, but additional <br />landscaping may be added for general site beautification at the discretion of the Parks <br />Department. <br />5. Improvements do not pose a parking or traffic risk.
