Special Use Permit Amendment – Global Academy <br />Planning Commission Report; 5-16-23 <br /> <br /> <br />Page 11 <br />(cont) <br /> <br />3. That the establishment of the special use will not impede the normal and orderly <br />development and improvement of the surrounding property for uses permitted in <br />the district. <br />Applicant Comments: We foresee no impeding issues pertaining to the construction of the <br />structure. <br />STAFF COMMENTS: Staff finds this criterion to be met. Schools are almost <br />always located in residential districts and it is not uncommon for periodic <br />improvements to be made to address needs of educational facilities. The proposed <br />garage meets all setbacks, and plantings to the north will help to soften the visual <br />impact on future buildable lots anticipated to replace the seminary. Beyond the <br />school property, the area is fully developed. <br /> <br />4. That adequate utilities, access roads, drainage and/or necessary facilities have <br />been or are being provided. <br />Applicant Comments: We are working with Xcel Energy to get utilities brought to the structure. <br />The proposed would require no special access roads. We have also been in communication with <br />the Rice Creek Watershed District. The amount of impervious surface created by this project puts <br />Global Academy approximately 1500 square feet below the 10,000 square foot limit that would <br />trigger Rule C Stormwater Management Plan. We will continue to work with Xcel and the Rice <br />Creek Watershed District as the project progresses. <br /> <br />STAFF COMMENTS: Staff finds this criterion to be met. Public Works/ <br />Engineering have reviewed the plans and offered limited comments. The primary <br />concern will be to coordinate restoration of this area as not only part of this project, <br />but the future development project to the north. Final grading and drainage matters <br />will be addressed jointly with both property owners during the building permit <br />review process. <br />5. That the special use shall in all other respects conform to the applicable <br />regulations of the district in which it is located. <br />Applicant Comments: This structure will conform to all applicable regulations set forth by the <br />district. <br /> <br />STAFF COMMENTS: Staff did not identify any zoning standards not being met by <br />this proposed addition. <br /> <br /> <br /> <br /> <br /> <br /> <br />
