The proposed garage simply provides storage for <br />grounds keeping equipment, and will not generate new trips to the property (if <br />anything, it will reduce trips to the site that would otherwise be required of an <br />outside groundskeeping crew). <br /> <br />Sidewalks & <br />Trails: <br /> No issues with public sidewalks or trails. <br /> <br />Development <br />Phasing: <br /> The garage would be constructed in a single phase. <br /> <br /> Special Use Permit Review <br />In General:  The need for a Special Use Permit is triggered by the use of the property as a <br />school, and the size of the garage exceeding 624 square feet. <br /> <br />Criteria Review: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Zoning Code Section 8-130 contains five standards the City must review prior to making <br />a decision on any specially permitted use. The applicant’s response to each criteria and <br />staff analysis of each standard is shown on the following pages: <br /> <br />1. That the establishment, maintenance, or operations of the special use will not be <br />detrimental to or endanger the public health, safety, morals, comfort or general <br />welfare. <br />Applicant Comments: We see no issues with our construction plan that would put any of these <br />factors into play. We will follow all the public health and safety guidelines in the construction of <br />the structure. <br />STAFF COMMENTS: Staff finds this criterion to be met. The property has had a <br />similar sized garage on it for decades without issue, and this garage location will be <br />further into the property in a logical location that should not impact anyone with <br />property conditions. <br />2. That the special use will not be injurious to the use and enjoyment of other <br />property in the immediate vicinity for the purposes already permitted, nor <br />substantially diminish and impair property values within the neighborhood. <br />Applicant Comments: We do not see any injurious situations occurring for other properties in the <br />vicinity. We also do not see this project diminishing any property values. <br />STAFF COMMENTS: Staff finds this criterion to be met with conditions. Provided <br />lighting, if installed, meets all zoning standards and provided some decorative <br />plantings to the north of the garage provide a visual buffer of the new structure, we <br />find the proposed garage should blend in well with the surrounding area.
