The subject property is guided for public/quasi-public use by the 2030 comprehensive plan, and <br />schools are a specially permitted use in the corresponding R-1 zoning district. <br />2. The proposed replacement garage will meet required setbacks, and proposed building materials <br />are allowed by code and were deemed to be complementary to the existing building. <br />3. The new garage will not be detrimental to or endanger the public health, safety, morals, comfort, <br />or general welfare of the community. <br />4. The new garage will not further impact the use and enjoyment of the subject and surrounding <br />properties provided conditions regarding grading and drainage are addressed. <br />5. Continued investment in school improvements will not have detrimental impact on area property <br />values. <br />6. The new garage will have no impact on the subsequent development (or redevelopment) of <br />surrounding property. <br />7. The subject site appears to be adequately served by public utilities, roads, and drainage facilities <br />to accommodate the proposed garage; <br />8. The special use will be in conformance with all underlying zoning district requirements. <br />BE IT FURTHER RESOLVED, that approval of the special use permit, site plan, and variance <br />shall be subject to the following conditions: <br />1. As a component of the garage building permit application, details must be provided as to how <br />boundary line improvements between the Global Academy property and the former seminary <br />property to the north will be handled (i.e. grading, impervious removal, landscaping, etc). <br />Engineering will review plans from both parties simultaneously to ensure all plans work in <br />conjunction with one another. <br />2. Materials used on the garage shall be consistent with guidance by the Planning Commission (edit <br />this for Council consideration if changes are recommended). <br />3. The applicant shall be required to correct any lighting problems associated with the new garage <br />that are identified following construction. <br />4. Failure to adhere to these conditions of approval shall be grounds for revocation of the special <br />use permit amendment by the City Council.. <br /> <br /> <br />
