Special Use Permit – Apple Tree Dental <br />Planning Commission Report; 6-20-23 <br /> <br /> <br />Page 4 <br />Bldg Coverage / <br />Hardcover <br />Analysis: <br /> The new MUN standards do not specifically limit building coverage or hardcover. <br />Other standards (i.e. setbacks, required parking, etc) act as limiting factors as was <br />the case in with the previous B-3 designation. <br /> <br />Applicant’s <br />Narrative: <br /> Apple Tree Dental is remodeling their building at 2201 26th Avenue NW in New Brighton to <br />house their corporate offices, lab, and mobile unit operation. As part of the project, a garage will <br />be constructed on the north end of the existing building for their two mobile unit panel trucks. <br /> With the garage addition and the need for additional staff parking, the north end of the existing <br />parking lot will be modified and expanded toward the north property line while remaining <br />behind the required setback line. Some existing mature pine trees will have to be removed to <br />implement this parking lot expansion so two options are being offered as a way to provide the <br />required screening. <br /> The only changes to the existing building exterior will be the addition of windows on the east <br />side facing the car wash on the adjacent property and the garage addition on the north side. <br />Primus has confirmed that the size and quantity of unprotected window openings shown meets <br />the requirements outlined in the Minnesota building code based on the distance from the <br />building façade to the property line. As shown in the accompanying exterior elevation drawings, <br />the garage addition will utilize some of the same existing materials as the current building. <br /> <br /> Site Review <br />In General: Per Zoning Code Section 8-010, new building construction (other than double and <br />single family residences) shall be referred to the City Council for review. Review <br />of this SUP amendment will address this requirement. The following is an <br />overview of important findings in relation to code requirements. <br /> <br />Proposed <br />Garage <br />Addition: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> The proposed new garage will be extend the existing building north by <br />approximately 33’, and will be slightly narrower than the existing building (having <br />a depth of only 55’ as compared to the existing building’s depth of 61’). As <br />indicated on page 3 under Existing & Proposed setbacks, the addition as proposed <br />will meet all code requirements for placement <br /> Materials will match and/or complement the existing building. <br /> Expansion of the building to the north will displace existing parking requiring a <br />corresponding expansion of the building’s parking lot.
