<br /> <br />4 <br /> <br />(B) Special Use Permit Amendment: Application from ISD 621 to amend the existing SUP for <br />Irondale High School at 2425 Long Lake Road by replacing the existing athletic stadium <br />scoreboard with a new, slightly larger, multimedia dynamic display board; PID 17-30-23-22- <br />0043. <br />Assistant Director of Community Assets and Development Gozola reported Mounds View Public <br />Schools is seeking to replace the existing scoreboard facing the track/football field with a new <br />dynamic display board. The new “multi-sport activity board” will provide significantly improved <br />capabilities for all activities & sports held within the school’s stadium area. Staff provided <br />further comment on the request and recommended approval of the Special Use Permit <br />Amendment, based on the findings of fact and subject to the following conditions: <br />1. The proposed dynamic display’s luminance levels must comply with the following: <br />between 5000 nits and 7000 nits during daytime hours, and not more than 500 nits during <br />nighttime hours <br />2. Prior to Sign Permit issuance, the sign manufacturer shall submit certification that the sign <br />has the mechanical capabilities to control luminance at the levels required by condition <br />#1. <br />3. The dynamic display shall not have the mechanical capabilities to exceed 7000 nits. <br />4. Failure to adhere to these conditions of approval shall be grounds for revocation of the <br />special use permit amendment by the City Council. <br />Chair Biedenfeld stated the scoreboard was not very visible from the adjacent roadways. He <br />asked if the proposed dynamic display sign would meet the schools needs. Assistant Director of <br />Community Assets and Development Gozola reported the sign met City zoning code. He <br />recommended the applicant speak to if the sign was meeting the schools needs. <br />The Public Hearing was opened at 7:04 p.m. <br />Chris Fink, Activities Director at Irondale High School, and Karl Brown, Director of Community <br />Education, approached to answer questions. Fink explained that he has been planning for a <br />dynamic display sign for the stadium for the last five years. He reported the video score board <br />would be operated by students. He indicated the current sign has had troubles. He commented <br />on how the new sign would allow the school to feature sponsors at school events, which would <br />benefit all Irondale Students. <br />Chair Biedenfeld asked if the City lighting requirements would impede the proposed sign. <br />Brown reported he did not believe this would be a concern for the sign, especially given the fact <br />the stadium lights would be on during all night time events. <br /> <br />
