Special Use Permit – Pioneer Paper Stock of MN
Planning Commission Report; 7-18-23

Page 5
(cont.)

(Sec. 6-130.2, R.) as we are not pressing or molding pulp goods into other paper products. We
are much closer aligned with the Permitted Uses for the I-1 district (Sec. 6-030.5, U.) for
handling finished paper products.
Our small fleet of tractor trailers deliver empty bins in trailers to our customers (printing
companies), then pick up full trailers for the return trip with filled bins of paper recyclables. We
also receive compactor bins full of cardboard from other customers. Inbound trucks will be
weighed on our truck scale, then back up to one of the dock doors or overhead doors to be
unloaded or dumped. Incoming bins are unloaded inside our building where they are sorted by
grade, placed into staging area bunkers, and pushed onto a conveyor that feeds a baler. We
have two balers inside, and operate forklifts, skid loaders and a front-end loader inside the
building to handle the recyclables. The completed bales will either be put directly onto a
staged trailer or stacked in a bale area within the plant. Full trailers with bales get delivered to
a paper mill and pulped into a recycled product. Some of the paper mills provide us with empty
staged trailers to load as we are baling their product, so when they arrive to pick up a load,
their trailer is preloaded to avoid delays in loading at the time of their arrival.
We also will have an area within the plant for document shredding and baling. This is a
relatively small part of our operation but is a service we provide to our customers who rely on
confidential materials being destroyed. The shredder will have a dust collection system
contained within the building to control dust.
We take pride in our safety and environmental programs in our plants. We have a corporate
Environmental Health and Safety Director that works closely with all of our operations to
provide guidance on all safety and environmental rules and regulations; and to make sure we
are not only meeting the standards but exceed them in many ways. Although our Plant does
not require noise protection under OSHA rules, we strongly encourage noise protection for our
employees and provide them with proper PPE for their protection. Importantly, our internal
machinery noise will be contained within the building very well, since the building walls are
12” thick concrete wall panels; and the roof has approximately 5” of insulation, both of which
contains noise and vibrations from escaping. All of our dock doors face east, towards I-35W and
away from nearby residential areas.
We are confident we will not be a detriment to the neighborhood. All loading and unloading
will be on the east side of the building facing I-35W, completely contained within the fenced
area on the east side of the site and screened from our neighbors. All handling of the product
will be done inside the building. Our plants do not emit odors from our operations. The
products we collect and bale are primarily clean pre-consumer scrap paper and clean cardboard
loads.
