Special Use Permit – Pioneer Paper Stock of MN <br />Planning Commission Report; 7-18-23 <br /> <br /> <br />Page 8 <br />(cont.) <br /> <br /> <br /> <br /> <br /> <br /> <br /> Building Materials & Construction <br />The building is constructed mainly with architectural precast concrete panels, plus architectural <br />concrete block with aluminum & glass windows at the west front office area. No changes are <br />proposed, except adding some dock doors on the east elevation as depicted on the enclosed <br />drawing. <br />The building appears to be classified as Type II-B, Non-Combustible, per the current MN State <br />Building Code. The sprinkler system will be modified if/as necessary to be NFPA 13 compliant. <br />Any interior or exterior building improvements will be permitted separately from this zoning <br />application. <br /> Site Signage <br />The existing entry sign at the westernmost driveway will be re-faced with the Pioneer Paper <br />Stock name. New directional signs for the two eastern truck court driveways will provide <br />directions for truck drivers. No building wall signage is being proposed. We will apply for any <br />necessary directional sign permits separately. <br /> Site Lighting <br />Site lighting consists of existing light poles and wall lights. They will be retrofitted with energy <br />efficient LED lamps, shielded if/as necessary to prevent light spill across our property line. <br /> <br /> Site Review <br />In General: Proposed changes to the exterior of the property are very minor, but the addition of <br />a new truck scale and truck refueling tank triggers a required site plan review. <br /> <br />Proposed Site <br />Changes / <br />Updates: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> A vast majority of the changes to the property will occur on the interior of the <br />building: all infrastructure necessary to house and distribute fruit will be removed, <br />and the interior will be redesigned to accommodate Pioneer Paper’s needs. <br /> On the exterior of the building and grounds, the following changes will be <br />implemented (letters correspond to graphic on the next page): <br />A) Three new truck docks will be added on the north end of the building to <br />supplement the existing sixteen (16) truck docks on the eastern side of the <br />building. <br />B) Two new drive-in garage access doors will be added to the south end of the <br />building to supplement the one existing drive-in entry. <br />C) A new truck scale will be added to the property along the eastern property <br />line.
