Special Use Permit – Pioneer Paper Stock of MN <br />Planning Commission Report; 7-18-23 <br /> <br /> <br />Page 7 <br />(cont.) <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> Outdoor Fuel Tank <br />We propose to install an outdoor diesel fuel tank to fuel our own truck fleet, with our own <br />employees. It will be a new, 6,000 gallon, above-grade, dual wall steel tank, complying with UL <br />2085 safety standards. These Above grade Storage Tanks, or AST’s, are regulated by the <br />Minnesota Fire Code, the Minnesota Pollution Control Agency (MPCA), and we are aware that <br />the city of New Brighton requires a permit for the AST as well. We will also be contacting the <br />Rice Creek Watershed District to determine if/how they wish to review the AST. Fuel dispensing <br />controls will comply with MN Fire Code Section 5705. We have a formal Spill Response Plan <br />and Spill Kits will be in place in case of an unlikely emergency. Technical data for our proposed <br />tank is enclosed with our application for review; but we will not purchase the tank until we buy <br />the property and get all necessary permits and approvals. <br /> Landscaping <br />The property has mature landscaping surrounding the site already, consisting of overstory <br />deciduous trees, conifers and shrubbery. Refer to the enclosed site photos and aerial. We will <br />clean up the overgrown landscape areas to re-establish a professional manicured appearance. <br /> Stormwater <br />The property is within the Rice Creek Watershed District, and the stormwater discharges north <br />into the Lake Jones ponding area. No new impervious surfaces are proposed, so we are not <br />making any changes to the stormwater system. We will, however, contact the District to <br />determine if they have a separate process to review our diesel fuel tank (AST). <br /> Utilities <br />The property is adequately served with water, sanitary sewer, electrical and gas to operate as <br />we intend. Fire hydrants are already placed for emergency response in case of fire. <br /> Parking <br />The existing west parking lot will have 102 stalls for our employees and limited visitor traffic <br />after we re-stripe the lot, which is more than adequate. As mentioned above, the accessible <br />parking stalls will be restriped to comply with current MN Accessibility Code standards after we <br />seal coat. The existing east truck lot will be restriped to accommodate approximately 82 truck <br />trailers for staging, plus 13 smaller stalls for truck cabs. Both the east and west parking lots <br />have adequate circulation and turning space to accommodate the city’s emergency response <br />vehicles, as demonstrated on the enclosed drawing. <br /> <br /> <br /> <br />
