Special Use Permit – Pioneer Paper Stock of MN <br />Planning Commission Report; 7-18-23 <br /> <br /> <br />Page 11 <br />(cont.)  Pioneer Paperstock of MN currently operates at 155 Irving Avenue North in <br />Minneapolis, so anticipated traffic levels are known. Per the applicant, in 2023, <br />“…truck traffic has averaged 65 loads per day at our existing Minneapolis site. <br />This consists of 35 loads from our existing fleet and 30 loads from outside haulers. <br />Most of the truck traffic occurs from 6:00 am to 4:00 pm. There will be some <br />minor truck traffic activity after 4:00 pm. The truck traffic will all occur on the <br />east end of the building; and we will stage all trucks within the fenced-in area on <br />the east side of the building to avoid truck queuing on the public street system.” <br /> The company has two work shifts: the first shift is 6:00 a.m. until 3:30 p.m.., and <br />the second shift runs from 3:30 p.m. to midnight. Pioneer Paperstock employs a <br />total of 70 workers: 14 office and sales personnel, 9 truck drivers, and 47 <br />warehouse personnel. Both carpooling and a hybrid work option for office <br />personnel cuts into daily trips. Per the applicant, a typical day will have 7 cars <br />(drivers) arriving by 5:00 am, 19 cars arriving by 6:00 am, and 8 cars arriving by <br />8:00 am, all for the first shift. The second shift is smaller and will typically have <br />around 8 cars on site. All car/employee parking will be in the existing west <br />parking lot. <br /> Industrial areas are meant and designed for truck traffic. Provided all trucks can <br />be accommodated on-site, staff finds the proposed use is appropriate. <br /> <br />Signage  Any proposed signage would need to be permitted though the City’s separate sign <br />permit review process. <br /> <br />Storm water / <br />Grading / <br />Erosion: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> The applicant shall address all engineering items listed in the 7/12/2023 <br />engineering memo to the satisfaction of the City Engineer prior to beginning <br />business operations. <br /> The main concern for engineering related to stormwater is connected to the new <br />above ground storage tank (AST) fueling station. The existing catch basin nearest <br />the AST is uniquely susceptible to a major event if there was a problem relating to <br />the AST, so the City has asked the applicant to implement some form of protective <br />measures for that specific basin. The applicants agree this would be beneficial for <br />all parties, so final details of the protection strategy will be worked out with <br />Engineering before being implemented. <br /> Jones Lake to the north of this property serves a critical stormwater function for <br />this site and the surrounding area. Since development of this property in the early <br />2000’s, the site has maintained a 20’ access gate through the chain link fence north <br />of the existing truck scale and the row of five proposed semi-trailer parking spots <br />(see illustration on next page). This gate serves as an important feature for both <br />the City and this property owner when issues arise in the Lake Jones area which <br />must be addressed.
