RESOLUTION __________ <br />CITY COUNCIL <br />CITY OF NEW BRIGHTON <br />RESOLUTION MAKING FINDINGS OF FACT AND APPROVING A SPECIAL USE PERMIT <br />AND SITE PLAN TO ALLOW A RECYCLED PAPER SORTING & DISTRIBUTION <br />OPERATION AT 600 LAKEVIEW POINT DRIVE <br />WHEREAS, the City of New Brighton is a municipal corporation, organized and existing under the <br />laws of the State of Minnesota; and, <br />WHEREAS, the City Council of the City of the New Brighton has adopted a comprehensive plan <br />and corresponding zoning regulations to promote orderly development and utilization of land within <br />the city; and, <br />WHEREAS, Pioneer Industries, Inc, doing business as Pioneer Paper Stock of Minnesota, owns the <br />property at 600 Lakeview Point Drive which is legally described as: <br /> Lot 1, Block 1, Lakeview Business Campus, Ramsey County, Minnesota. Abstract Property <br />WHEREAS, Pioneer Paper Stock of Minnesota is a paper sorting and distribution business; and <br />WHEREAS, the property at 600 Lakeview Point Drive is zoned Light Industrial (I-1); and <br />WHEREAS, paper sorting and distribution business is not a specifically allowed use within the I-1 <br />zoning district; and <br />WHEREAS, the zoning code allows landowners to request a special use permit to authorize uses not <br />specifically identified as permitted in the I-1 zoning district; and <br />WHEREAS, the applicants applied for the needed special use permit and site plan approvals to <br />authorized their use and proposed improvements on June 15th, 2023; and <br />WHEREAS, staff fully reviewed the requests and prepared a report for consideration by the <br />Planning Commission at their meeting on July 18, 2023; and <br />WHEREAS, the Planning Commission held a public hearing on the request at the July 18th meeting <br />and considered input from residents; and <br />WHEREAS, the Planning Commission recommended approval of the request on July 18th based on <br />the applicant’s submittals and findings of fact; and <br />Page 1 of 3
