Approval of Minutes <br /> <br />Minutes from December 20, 2022 <br />Motion by Chair Biedenfeld, seconded by Commissioner McQuillan, to approve the December 20, <br />2022 meeting minutes as presented. <br />A roll call vote was taken. Approved 5-0. <br />V. Public Hearing <br />(A) Ordinance 896: An Ordinance amending the New Brighton Zoning Ordinance by rezoning <br />properties within the City of New Brighton from their existing zoning designations (R-1, R-3A, <br />R-3B, B-1, B-2, B-3, I-1, I-2 and MX) to one of three new mixed use districts (MUN, MUR, or <br />MUE) as guided by the Comprehensive Plan. <br />Assistant Director of Community Assets and Development Gozola reported From early 2017 <br />through mid-2019 (2.5 years), the City of New Brighton held meetings and conducted public <br />outreach sessions with its residents to establish a new vision for the community. This new <br />vision, encapsulated in the 2040 Comprehensive Plan, was officially approved and adopted by <br />the City in late 2019. Following a return to normal after COVID shutdowns, the City was able to <br />use grant funding from Ramsey County to initiate the Vision Silver Lake Road 2040 study. Public <br />input obtained over two phases of this study provided the direction necessary to create new <br />zoning districts to govern the City’s mixed use areas. Ordinance 896 is the final is the final <br />implementation step to complete the transition of lands to mixed use within the community as <br />approved in the City’s Comprehensive Plan. Staff provided further comment on the mixed use <br />zoning districts and recommended approval of the Ordinance. <br />The Public Hearing was opened at 6:48 p.m. <br />Sandy Henrikson, 2028 Long Lake Road, questioned how certain properties were selected for <br />high density residential. <br />Assistant Director of Community Assets and Development Gozola explained staff would address <br />questions once everyone has had a chance to speak. <br />Marjorie Triden, 2220 26th Ave NW, stated she objected to the proposed Ordinance and mixed <br />use developments. She indicated she has lived in the City for almost 20 years and she moved to <br />New Brighton because it was a suburb that was not high density residential. She noted she <br />already had an apartment complex at the end of her street. She encouraged the City to <br />reconsider these mixed use high density developments. <br />
