<br /> <br />2 <br /> <br />V. Report from City Council Liaison <br />Councilmember Abdulle provided the Commission with an update from the City Council. He <br />explained the City received a grant from Ramsey County and these funds would be used to print <br />banners that would be displayed along the Old Highway 8 corridor. He noted the Equity Commission, <br />EDC and City Council have held discussions on what would be printed on the banners. He reported <br />the Council approved a Resolution that condemned the use of discriminatory or racial covenants in <br />coordination with Just Deeds and Mapping Prejudice. He indicated the City had two properties with <br />racial covenants and these would be discharged by the City Council. <br />VI. Public Hearing <br />(A) Planned Residential Development Amendment: Major amendment to replat the Silver Oak <br />Estates No. 2 Planned Residential Development on 18th Street NW. Specifically, lots 1, 2, and <br />19 will be replatted to create a separate lot (detached from the HOA) for the existing single <br />family home at 3024 18th St NW. The amendment will only change lot lines and address <br />easement issues on the property. The amendment will result in no changes to the number of <br />homes that could be built on the property under the original 1973 plat. <br />Assistant Director of Community Assets and Development Gozola reported the Glodek family <br />and the Silver Oak Estates No. 2 home owner’s association are jointly seeking authorization to <br />amend the Silver Oak Estates No. 2 Planned Residential Development (PRD) to add a lot line to <br />the plat which would place the existing home at 3024 18th Street NW on its own independent <br />lot. Staff provided further comment on the request and recommended approval of the Planned <br />Residential Development Amendment subject to the following conditions: <br />1. Prior to the City signing the final plat, all issues identified in the plat opinion letter <br />prepared by Kennedy & Graven dated March 16th, 2023, shall be successfully addressed <br />to the satisfaction of the City Attorney. <br />2. The applicant shall have the final plat reviewed by Ramsey County for needed changes <br />prior to production of final mylars for signature. Changes requested by Ramsey County <br />can be administratively approved by staff <br />3. Reference monuments shall be placed in the subdivision as required by state law. <br />Motion by Commissioner McQuillan, seconded by Commissioner Allen to open the Public <br />Hearing. <br />A roll call vote was taken. Approved 5-0. <br />The Public Hearing was opened at 6:46 p.m. <br />Margaret (Peggy) Glodek, 3024 18th Street NW, thanked the Commission for considering her <br />request.
