<br /> <br />2 <br /> <br />V. Report from City Council Liaison <br />Councilmember Allen provided the Commission with an update from the City Council. He stated he <br />was excited to be serving as the Planning Commission liaison for the coming year. He noted he has <br />served on the City Council for the past six years and thanked the Planning Commissioners for their <br />service to the community. He reported the Council recently conducted a pay study and commented <br />on how pay would be adjusted for City employees. He explained the Council believes the <br />adjustments will assist with employee retention and recruitment going forward. He stated the City <br />held its first Iftar dinner last week and over 100 people attended. He discussed the phased road <br />construction that would occur along Old Highway 8 this summer. He stated the City was conducting <br />street sweeping at this time and noted the City was hoping to make two passes this spring. <br />VI. Public Hearing <br />None. <br />VII. Business Items <br />(A) Site Plan Review: Totem Pole Park Improvements Review. <br />Assistant Director of Community Assets and Development Gozola reported the City of New <br />Brighton is seeking authorization to rehabilitate park facilities at 1011 Foss Road (Totem Pole <br />Park) in accordance with the recently approved 2040 Park & Trail System Master Plan. Staff <br />provided further comment on the request and recommended approval of the Site Plan Review, <br />based on the findings of fact and subject to the following conditions: <br />1. Parks Department staff shall continue to review any updates as they occur. Major changes <br />(i.e. significant changes to design, setback impacts, etc.) will be brought back through the <br />process while minor changes will be reviewed and approved administratively. <br />2. Public safety and Engineering shall continue to review updates as they occur, and may <br />direct plan updates to deal with safety and engineering concerns as plans are finalized. <br />3. Building materials shall be in line with those anticipated and required by code. <br />4. Any proposed lighting shall be directed downward, and shielding shall be installed as <br />needed to address concerns about light sources being visible from surrounding properties. <br />Lighting shall not shine directly into the public right-of-way or adjacent residences. Final <br />design particulars for lighting will need to meet all code requirements. <br />5. The applicants shall follow conditions of the RCWD’s permit approval. <br />6. Signage updates shall be reviewed and approved through the City’s standard sign permit <br />process. <br />
