<br /> <br />3 <br /> <br />Commissioner Frischman asked if the open air pavilion could be closed at some point in the <br />future. Parks and Recreation Director Fink reported this pavilion will remain open air. She <br />commented further on the programming that would be offered at Totem Pole Park. <br />Chair Biedenfeld questioned if Totem Pole Park would have a warming house for the pleasure <br />skating rink. Parks and Recreation Director Fink explained the stormwater pond within the park <br />would be skateable, but noted the park would not have a warming house in the winter months. <br />Chair Biedenfeld inquired what the noise regulations would be at the open air pavilion. Parks <br />and Recreation Director Fink commented on the City’s noise regulations. She reported the City <br />would encourage residents to call the Public Safety Department if there were noise concerns <br />occurring within a City park. <br />Commissioner Nelsen commented he understood there were noise concerns being raised <br />regarding pickleball courts. He asked if the City would be putting in additional landscaping to <br />address the noise concerns. Parks and Recreation Director Fink discussed how Totem Pole Park <br />would have intergenerational activities with its full sized basketball court, bank shot and <br />pickleball courts. She commented on the elevations of the park and noted the pickleball court <br />location was located within a natural bowl in the park. She noted the fence along 9th would be <br />prepared to hold acoustic block if this was necessary in the future. <br />Commissioner Nelsen questioned if the City had considered a name change for this park. Parks <br />and Recreation Director Fink reported the PREC Commission has discussed this matter on <br />several different occasions and this was also discussed with the City’s new DEI Coordinator. She <br />commented on the history of this park noting the original name was Foss Road Park. She noted <br />the totem pole that was placed in the park was in honor of the ones seen in Alaska. She <br />indicated there had been discussion to create signs to discuss the parks history. <br />Commissioner McQuillan thanked staff for their great work on this park. He questioned if staff <br />had considered putting a barrier between the road and the stormwater pond. Parks and <br />Recreation Director Fink stated this was not something the City had plans for, but noted the <br />City would not be opposed to putting bollards in place. <br />Commissioner Frischman requested further information on how Bankshot was played. Parks <br />and Recreation Director Fink described how Bankshot was played and noted this would be an <br />all age, inclusive amenity for the community. <br />Chair Biedenfeld encouraged the City to replant the park with mature or fast growing trees in <br />order to provide shade for residents. Parks and Recreation Director Fink discussed how the City <br />would be utilizing its Missouri gravel bed trees for replanting this park. <br />Motion by Commissioner McQuillan, seconded by Commissioner Enanaa, to recommend the <br />City Council approve the proposed site plan based on the findings of fact and conditions listed <br />within the staff report as may have been amended here tonight. <br />Approved 6-0.
