<br /> <br />2 <br /> <br />V. Report from City Council Liaison <br />Councilmember Allen provided the Commission with an update from the City Council. He <br />commented on the discussions the City Council was having regarding the recycling contract. He <br />reviewed the amount of material the City recycled in 2022 and noted there was only a 13% <br />contamination rate for the community. He noted National Night Out would be observed on Tuesday, <br />August 1. He was pleased to report that generally one-third of the City’s residents participated in this <br />event. <br />VI. Public Hearing <br />(A) Special Use Permit & Site Plan Review: Request from Brooks New Brighton LLC on behalf of <br />Irving Avenue Properties, LLC to establish Pioneer Industries Inc (dba Pioneer Paper Stock of <br />Minnesota) as a specially permitted use in the I-1 district at 600 Lakeview Point; PID: 32-30- <br />23-42-0014. <br />Assistant Director of Community Assets and Development Gozola reported Pioneer Paper Stock <br />of MN is looking to open a recycled paper sorting & distribution operation within the former H <br />Brooks building at 600 Lakeview Point Drive. Staff provided further comment on the request <br />and recommended approval of the Special Use Permit and Site Plan Review, based on the <br />findings of fact and subject to the following conditions: <br />1. The applicant shall address all engineering items listed in the 7/12/2023 engineering <br />memo to the satisfaction of the City Engineer prior to beginning business operations. <br />2. Prior to issuance of a certificate of occupancy, a fire protection engineer shall be hired by <br />the applicant to determine if the new commodity matches the sprinkler density of the <br />building. Work of the fire protection engineer shall be coordinated with the local Fire <br />Marshal. <br />3. The applicant shall be required to correct any lighting problems that are identified <br />following installation of the new fixtures. <br />4. The business shall be required to keep all materials inside the building at 600 Lakeview <br />Point Drive. No outside storage is authorized except for trucks and semi-trailers per the <br />authorized site plan. <br />5. No on-street parking of semi tractors and/or trailers associated with 600 Lakeview Point <br />Drive shall be allowed within a public right-of-way within the City of New Brighton. <br />6. The City and property owner shall work towards an agreement regarding maintenance <br />and use of the service gate leading to the Lake Jones drainage area, and the City shall be <br />provided access through the gate as circumstances dictate (i.e. to respond to a public <br />emergency like a fire, to make drainage improvements in the Lake Jones area for the <br />benefit of all properties, to maintain & cut vegetation, etc.).
