The applicant shall work with the City Engineer to identify an appropriate measure to <br />provide protection to the existing catch basin nearest the proposed AST installation. <br />Motion by Commissioner McQuillan, seconded by Commissioner Frischman to open the <br />Public Hearing. <br />Approved 6-0. <br />The Public Hearing was opened at 6:46 p.m. <br />Ed Farr, Edward Farr Architects, thanked staff for the detailed staff reported and stated he was <br />available for questions from the Commission. <br />Councilmember Allen asked what kind of formal agreement was in place to access Lake Jones. <br />Assistant Director of Community Assets and Development Gozola reported there was no formal <br />agreement in place, but rather there was an informal agreement between the City and Brooks <br />New Brighton. He anticipated the City/Public Works would receive access to the gates. <br />Motion by Commissioner McQuillan, seconded by Commissioner Enanaa to close the Public <br />Hearing. <br />Approved 6-0. <br />The Public Hearing closed at 6:49 p.m. <br />Commissioner Frischman stated it appears the traffic for this site would be changing from box <br />trucks to semi-trucks. Assistant Director of Community Assets and Development Gozola <br />indicated this was the case, but noted the site was zoned for truck traffic. He explained all <br />trucks would be parked onsite and would not be exacerbating the situation of trucks being <br />parked on City streets. <br />Commissioner McQuillan commented he believed the site would have better traffic flow with <br />the new curb cut. <br />Commissioner Enanaa asked if Pioneer Paper would be required to keep all materials within the <br />building. Assistant Director of Community Assets and Development Gozola stated this was a <br />condition for approval (Condition 4). <br />Motion by Commissioner Frischman, seconded by Commissioner Enanaa, to recommend the <br />City Council approve the requested special use permit based on the findings of fact listed on <br />page 17 of the report subject to the conditions listed on page 18 as may have been amended <br />here tonight, requiring the applicant to restripe the lot. <br />Approved 6-0. <br />
