<br /> <br />4 <br /> <br />(B) Special Use Permit, Site Plan Review, and Variances: Request from the Benedictine Living <br />Community at 1101 Black Oak Drive to place an addition on the southwest corner of the <br />existing residential facility. A proposed canopy would extend 1’ past the required build-to <br />area, and a proposed retaining wall would come within 2’ of the front lot line. The addition <br />would allow existing double occupancy rooms to become single occupancy rooms, so there <br />will be no increase in facility residents as a result of this addition; PID: 19-30-23-34-0051. <br />Assistant Director of Community Assets and Development Gozola reported the Benedictine <br />Health Center at Innsbruck is seeking to renovate the oldest portion of the existing building <br />housing 58 long care residents. As part of the renovation, an addition would be placed on the <br />SW corner of the property to allow the conversion of existing double occupancy rooms into <br />single occupancy rooms. None of the proposed changes and updates will result in an increased <br />number of residents. Staff provided further comment on the request and recommended <br />approval of the Special Use Permit, Site Plan Review and Variances, based on the findings of <br />fact and subject to the following conditions: <br />1. Prior to issuance of a building permit: <br />a. The applicant shall address all engineering items listed in the 7/12/2023 engineering <br />memo to the satisfaction of the City Engineer. <br />b. Engineered plan sets for the proposed wall must be submitted and approved by the <br />City Engineer. Plans shall address all concerns relating to right-of-way impacts and <br />avoid impacts/obstructions to existing and future underground utility installations. <br />c. A right-of-way encroachment agreement must be entered into for the proposed re- <br />routing of the sidewalk around the new addition. <br />2. Exterior materials shall match or complement the existing structure. <br />3. Renovations and new construction shall include the appropriate fire suppression system <br />for this use type. <br />4. The applicant shall be required to correct any lighting problems that are identified <br />following installation of new external fixtures. <br />Motion by Commissioner Frischman, seconded by Commissioner McQuillan to open the <br />Public Hearing. <br />Approved 6-0. <br />The Public Hearing was opened at 7:05 p.m. <br />Jim Johnson, Benedictine Living Community representative, thanked the Commission for <br />considering his request. He discussed how the remodeling would improve the quality of life for <br />the residents within his facility.
