<br /> <br />4 <br /> <br />Councilmember Allen stated he liked the requirement for visitor parking within the multi-family <br />housing parking standards. <br />The Commission supported the multi-family development parking standard minimum <br />remaining at 1.75 for the time being. In addition, the Commission supported the senior housing <br />parking standard minimum being increased to 1.5. <br />Councilmember Allen stated he understood enclosed parking was more expensive for <br />developers, but it also offered a higher level of safety for the tenants. <br />Chair Biedenfeld recommended the parking standards for the elementary schools be different <br />from the requirements for middle schools and high schools. Mr. Davis indicated some <br />communities require schools to submit a parking study that shows how much parking would be <br />required. <br />Chair Biedenfeld stated the City may want to consider how to use the large parking lots for the <br />local churches Monday through Friday. <br />Mr. Davis reviewed the next steps for the parking standards city code which included final <br />changes, the best practices handout, a public hearing at a future Planning Commission meeting <br />and adoption of the new code language by the City Council. It was not the public hearing would <br />occur in October or November. <br />Chair Biedenfeld thanked staff for all of their efforts on the parking standard revisions. <br />(B) Site Plan Review: Lions Park Splash Pad Proposed Improvements Review. <br />Assistant Director of Community Assets and Development Gozola reported the City of New <br />Brighton is seeking authorization to supplement the existing park facilities at 600 Park Drive <br />(adjacent to Long Lake Park and the Enclave residential neighborhood) with a new splash pad <br />water feature in accordance with the recently approved 2040 Park & Trail System Master Plan. <br />Staff commented further on the proposed Site Plan Review and recommended approval with <br />the following conditions: <br />1. Parks Department staff shall continue to review any updates as they occur. Major changes <br />(i.e. significant changes to design, setback impacts, etc.) will be brought back through the <br />process while minor changes will be reviewed and approved administratively. <br />2. Civil construction plans shall be completed and submitted for engineering review prior to <br />any work commencing. Public safety and Engineering shall continue to review updates as <br />they occur, and may direct plan updates to deal with safety, engineering, and/or drainage <br />concerns as plans are finalized. <br />3. The Parks Department shall work with DCAD to develop an operations plan to respond to <br />local water restrictions and events (i.e. the facility would need to shut down when water
