Consider Resolution Adopting the Final Tax Levy for Taxes Payable in 2023. <br /> <br />City Manager Massopust indicated Finance Director Foschi would be presenting this item to the Council. <br />Finance Director Foschi stated the proposed 2023 General Fund budget includes a general tax levy <br />of $12,609,500, which represents an increase of $1,133,900 or 9.88% over 2022. Staff <br />provided the Council with a detailed overview of the final budget and tax levy and <br />recommended approval. <br />Mayor Niedfeldt-Thomas stated because of technical issues earlier in the meeting, she would <br />like to open the meeting again for public comments. There were no comments from the public. <br /> <br />Motion by Councilmember Allen, seconded by Councilmember Abdulle to adopt a Resolution <br />approving the final tax levy for taxes payable in 2023 of $12,609,500. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />2. Consider Resolution Adopting the Final 2023 Budgets and 2023-2032 CIP. <br /> <br />City Manager Massopust indicated Finance Director Foschi would be presenting this item to the Council. <br />Finance Director Foschi stated the City Manager’s recommended preliminary 2023 General Fund <br />budget is $20,926,800, which represents a 7.17% increase over the 2022 adopted budget. The <br />enterprise funds include Water, Sewer, Stormwater, and Street Lighting. The total 2023 <br />budget for the City’s enterprise funds is $7,378,400. The internal service funds include Risk <br />Management, Information Technology, Fleet Replacement, Non‐Fleet Replacement, and <br />Pavement Management. The total 2023 budget for the City’s internal service funds is <br />$15,817,700. The total for the 2023‐2032 CIP is $125,082,500. <br /> <br />Motion by Councilmember Axberg, seconded by Councilmember Allen to adopt a Resolution <br />approving the final 2023 budgets and 2023-2032 CIP. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />3. Consider Resolution Adopting the Final Tax Levies for Taxes Payable in 2023 <br />for the Lake Diane and Bicentennial Pond Storm Sewer Improvement Taxing <br />Districts. <br /> <br />City Manager Massopust indicated Finance Director Foschi would be presenting this item to the Council. <br />Finance Director Foschi stated the final tax levies for taxes payable in 2023 for the City’s Storm <br />Sewer Improvement Taxing Districts are $3,750 for the Lake Diane and $2,100 for the <br />Bicentennial Pond. <br /> <br />Motion by Councilmember Allen, seconded by Councilmember Axberg to adopt a Resolution <br />approving the final tax levies payable in 2023 for the Lake Diane and Bicentennial Pond Storm Sewer <br />Improvement Taxing Districts. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br /> <br />1619 5th Street NW <br />based on visual <br />compatibility with <br />surrounding <br />properties. <br /> <br />25.
