Consider Resolution Establishing the Utility Rates and Charges for 2023. <br /> <br />City Manager Massopust indicated Finance Director Foschi would be presenting this item to the Council. <br />Finance Director Foschi stated a 20‐year analysis of the City’s water, sewer, stormwater and street <br />light enterprise operations and their respective capital improvement plans has been completed. <br />The analysis includes proposed rate adjustments for 2023. The focus of the analysis is to <br />ensure that rates are set in a manner that will generate enough revenue to cover operating costs, <br />capital maintenance and replacement. The rate setting process is intended to provide for <br />gradual annual adjustments whenever possible, focusing on the long‐term strategy. <br /> <br />Motion by Councilmember Abdulle, seconded by Councilmember Axberg to adopt a Resolution <br />establishing the utility rates and charges for 2023. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />5. Report on City Manager’s Performance Review. <br /> <br />Mayor Niedfeldt-Thomas stated on November 22, 2022, the City Council held a closed work <br />session pursuant to Minnesota Statutes Section 13D.05, subdivision 3 (a) to conduct a <br />performance review of the City Manager. The City Council must summarize its conclusions for <br />the public during a public meeting. <br /> <br />Commission Liaison Reports, Announcements and Updates <br /> <br />Devin Massopust <br />City Manager Massopust reported work continues on the Climate Action Plan and noted 30 <br />members of the community were interested in assisting with this process. He thanked the <br />Council for a great year and stated the next City Council meeting would be on Tuesday, <br />January 10, 2023. <br /> <br />Graeme Allen <br />Councilmember Allen reported the Public Safety Commission met on Monday, December 12 <br />where a report was given on the fire division and received an update from Allina. He noted he <br />attended the CPY Gala and thanked all members of the community that made this event <br />possible. He wished all residents, staff members and the City Council happy holidays. <br /> <br />Emily Dunsworth <br />Councilmember Dunsworth reported PREC met on Wednesday, December 7 where the group <br />discussed forestry matters. She explained she would be attending a Cable Commission meeting <br />on Wednesday, December 14. She noted she would be attending the staff appreciation party for <br />the City on Friday morning. She wished all members of the community happy holidays. <br /> <br />Pam Axberg <br />Councilmember Axberg reported the EDC met on December 7 and the group spoke with <br />representatives from Ice Castles to discuss a partnership for the upcoming event. She noted the <br />City of New Brighton would be receiving two Ramsey County Critical Corridor grants in <br />2023. She noted she would not be able to attend the employee appreciation event on Friday and <br />offered her thanks to all staff members for their dedicated service to the community. Lastly, <br />she wished everyone happy holidays. <br /> <br />Abdullahi Abdulle <br />Councilmember Abdulle reported the Planning Commission would meet next on Tuesday, <br />4.
